RECOMMENDATION: That the City Council conduct a public hearing and consider
• the attached resolution and findings therein:
1. finding that the proposed signs, subject to conditions, are consistent
with the policies of the certified Chula Vista Local Coastal Program, and
2. issuing Coastal Development Permit No. 39 for said signs.

DISCUSSION:
The applicant proposes to install two (2) monument signs, both double-faced
with approximately 15 sq. ft. of copy on each side. The signs will be painted
on 4 ft. high, 8 ft. wide sandblasted concrete walls finished in blue, white
and red (see attachment for design).
Both signs will be located on a single lot which is developed with two
buildings. One sign will be located just north of "J" Street, and the other,
mid-site adjacent to Bay Blvd.

After reviewing the Marina Gateway site, it seems quite appropriate to
interpret each building site as individual lots which would be allotted one
sign each. This conclusion is based on the following:
1. The site physically could be separated into two separate and legal
parcels. (The property owner recently filed a parcel map to subdivide the
subject property.)
2. The site is developed with two individual buildings.
3. The site visually appears as two individual lots.
4. The two signs requested are well designed identification signs located
over 500 linear feet from one another on the site's Bay Blvd. frontage.
Also, line of site between the signs is interrupted by a major curve in
Bay Blvd, right-of-way.
Findings:
Based on the following findings, the proposed monument signs, subject to
conditions listed in Exhibit A of the attached resolution, are consistent with
the policies of the certified Chula Vista Local Coastal Program:
• 1. The installation of the proposed signs will not entail significant land
area disturbance. The project site is developed and landscaped and does
not support any natural vegetation or resources.
2. The subject property does not provide on-site recreational facilities or
preclude access to recreational facilities related to coastal resources.
3. The total area of the two (2.) monument signs, as proposed, is less than
the amount of square footage allowed for an individual sign. The signs
are well designed and provide identification for the two huildings on
site. The design and locations of these signs is consistent with the
certified LCP.
FISCAL IMPACT: Not applicable.
