The ordinance is in response to a written request by Mr. Henry Bookspan to
Cliff Swanson, Deputy Director of Public Works. On certain streets where
there are many apartment buildings, there are always vehicles parked on the
street when the street sweeper comes by. Consequently, these streets are
never thoroughly cleaned. This ordinance, therefore, would prohibit the
parking of vehicles only during certain hours of certain days for the purpose
of street sweeping.
RECOMMENDATION: That City Council adopt this ordinance to prohibit parking
only during certain hours of certain days for the purpose of street sweeping.

DISCUSSION:
Currently, on streets with apartment complex buildings, many tenants and their
visitors park out on the street, even though off-street parking is available.
When the street sweeper comes by, it cannot sweep the area along the curb.
Therefore, the street is never thoroughly cleaned.
The ordinance would establish a procedure for prohibiting parking in areas
where street sweeping is ineffective. Additional streets could be added to
the list by Council resolution. Staff would not have the authority to
prohibit parking for this purpose.
This ordinance has four sections:
Section I: Would amend Section 10.52.450 of the Chula Vista Municipal Code by
renumbering it as Section 10.52.470.
Section II: Would add Section 10.52.450 to the Chula Vista Municipal Code
which prohibits parking during certain hours of certain days on certain
streets for the purpose of street sweeping when each block of a given street
has been posted with "No Parking" signs.
Section III: Would add Section 10.52.460 to the Chula Vista Municipal Code
• which prohibits parking during certain hours of certain days on certain
streets for the purpose of street sweeping, and also add Schedule XIV.
Schedule XIV would prohibit parking in accordance with Section 10.52..450

Staff is proposing that this procedure be viewed as a demonstration project
and not necessarily precedent setting. Before being used more widely in the
City, staff needs to evaluate its effectiveness of keeping the street cleaned
and problems and cost of enforcement. After 6 to 8 months trial, staff will
return with an evaluation.
•It is, therefore, staff's recommendation that the City Council accept this
report and approve this ordinance.
FISCAL IMPACT: $400 for "No Parking" signs and posts.
