SUBMITTED BY: Director of Public Works~~`" /~~ 'I REVIEWED BY: City Manager~~(/~-- (4/5ths Vote: Yes No X ) On April 28, 1987, the City Council by Resolution No. 13009 awarded a contract to Erreca's Inc. for the extension of Las Flores Drive north of "D" Street. This project is funded by 1913 Act Assessment District proceedings and consists of grading, street, drainage, sewer and utility improvements. To date, three change orders have been approved as follows: Change Order No. Approval Date Amount 1 June 5, 1987 $ 856.00 2 July 21, 1987 (Reso. #13161) (18,760.00) 3 March 15, 1988 (Reso. #13485) (14,799.00) The net result was to decrease the contract amount from $1,195,970.00 to $1,163,267.00 Proposed Change Order No. 4 is for the inclusion of sewer and water laterals to properties owned by Mr. Roy Shepard and Mascot Realty, Inc. This change order will increase the contract amount $17,271.50 to a revised amount of $1,180,538.50. RECOMMENDATION: That Council adopt the resolution approving Change Order No. 4 and authorizing the Director of Public Works to execute it on behalf of the City. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Erreca's Inc. has begun to install the sewer and water mains for the Las Flores Drive Improvement project. Realizing this, Mr. Roy Shepard and Mascot Realty, Inc., owners of property (adjacent to Las Flores Drive) now in the development approval process, requested that sewer laterals and water services be installed now in anticipation of future City development approval. • Page 2, Item 2 3 • Meeting Date 4/5/88 To accommodate their request, the contract needs to be amended to increase the various items of work affected by Mr. Shepard and Mascot Realty, Inc. development plans. At this time, we have obtained Erreca's Inc. approval to increase the sewer lateral (12 4-inch and 1 6-inch), water service (13) and PCC driveway approach (1,542 square feet) bid items in the contract. Funds to cover this increase have been deposited by both Mr. Shepard ($1,881.50) and Mascot Realty, Inc. ($15,390.00). It should be noted that another change order will be submitted in the near future to add the installation of public utility facilities (gas, telephone & CCTV) to serve Mr. Shepard and Mascot Realty, Inc. properties in their final developed condition. The construction plans are currently being revised and need to be approved by the respective utility companies. Once the plans are approved, Erreca's Inc. will provide the developers with a proposal to accomplish the work and change order No. 5 will be processed by City staff. We support Mr. Shepard and Mascot Realty, Inc. desires to install their facilities now because this would preclude the need to trench within a newly paved street when they obtain approval of their development plans. Our support in no way implies approval of their plans by the City. FISCAL IMPACT: The contract will be increased by $17,271.50 due to proposed change order No. 4. Funds to cover this increase have been deposited with the • City by Mr. Roy Shepard ($1,881.50) and Mascot Realty, Inc. ($15,390.00).
