In the past years, we have requested and obtained Transportation Development
Act (TDA) funds from SANDAG to build bicycle and pedestrian facilities in the
City.
We have recently completed three projects at a cost savings and we need to
refund fund balances to SANDAG so that the monies can be allocated to other
projects in the Region.
RECOMMENDATION: That Council adopt resolution approving the refund of
Transportation Development Act (TDA) fund balance of $2,156.44 (Claim 168).
• BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
In FY 83-84, we obtained $20,000 from the TDA fund to cover the cost of three
pedestrian safety related improvement projects. The projects are:

The projects were completed about two years ago. However, the fund balance
($2,156.44 includes interest earned) was never returned to SANDAG as is
required at the completion of all TDA funded projects.

The return of fund balances to SANDAG is mandatory and it is intended to
provide all agencies the opportunity to construct more hicycle and pedestrian
facility projects. The TDA fund will be monitored more closely by the
auditors and by the SANDAG Bicycle Facilities Committee (BFC). Any funds
which lie idle for a period of two years will be returned by the local agency
to SANDAG and reallocated by the BFC to other projects in the region. The
reallocation of returned funds (both those found to be idle and those from
fund balances after the project has been completed) will occur in conjunction
with the BFC's annual TDA fund allocation.
FISCAL IMPACT: None. Fund balance refund as follows: 602-6020-LTF08
$149.62; 602-6020-LTF09 $947.94; 602-6020-LTF07 $1,058.88.
