On September 1, 1987, the City Council by Resolution N. 13226 awarded a
contract for the traffic signal modification of Bonita Road at I-805
southbound ramp, island reconstruction and restriping of traffic lanes to
• Steiny & Company, Inc. The work is now completed.
RECOMMENDATION: That Council adopt the resolutions:
a. Approving Change Order Nos. 1 and 2 and appropriating funds.
b. Accepting the contract work.
DISCUSSION:
Steiny & Company, Inc. completed the signal modification of the Bonita Road at
I-805 southbound ramp, island reconstruction and restriping of traffic lanes
on Bonita Road on December 8, 1987. Also completed was work needed to
construct a right turn lane from Bonita Road eastbound onto the I-805
southbound on-ramp. The latter work was added by the City after the award of
the project and required the negotiation of two contract change orders.
A final inspection of the project was made by both Cal Trans staff and City
staff on March 21, 1988. All work was found to be to the satisfaction of both
CalTrans and the City Engineer.
Acceptance of this project has been delayed because it took time to negotiate
the cost of the work done through the change order process. Due to time
restraint requirements (the project had to be completed prior to the 1987

Christmas shopping period), the additional work was done prior to an approval
of the change orders by the City Council. Time was of the essence and the
contractor worked without formal Council approval. We agreed to negotiate an
equitable price as work progressed. We have now agreed that the work needed
to complete the project as constructed amounts to a net increase to the
contract of $25,674.62 for Change Order No. 1 (widening of the roadway) and of
$1,190.25 for Change Order No. 2 (sandblasting to restripe traffic lanes as
required by CalTrans). Thus, the cost of the contract increased by $26,864.87
($25,674.62 plus $1,190.25) and from $113,217.00 (original bid) to $140,081.87
($113,217.00 plus $26,864.87). City staff performed work amounting to
$1,200.00 The total cost to construct this project is $141,281.87
($140,081.87 plus $1,200.00). To cover the construction cost of the project,
we need to appropriate $19,415.05 from the Traffic Signal Fund to Account
600-6000-TS33 (see Financial Statement below).
It should be noted that to construct this project, we entered into a
cooperative agreement with CalTrans and the City of National City. Per this
agreement, the City is responsible for the administration of the contract and
is to invoice CalTrans for 50q of the total cost less the cost CalTrans
expended for design. National City agreed to pay $30,000 to Chula Vista.
Based on the construction cost of the project, we estimate the City's share of
the construction cost to be $79,096.00 and $60,985.87 for CalTrans. Our share
is higher because of the additional cost to construct the right turn lane from
Bonita Road onto I-805 southbound on-ramp. In subsequent weeks, we'll
complete a full accounting of the costs (construction, design and
administration) incurred by both agencies and determine the actual
City/CalTrans funding responsibilities.
