SUBMITTED BY: Director of Public Works `~~`` REVIEWED BY: City Managerf~~ ~ (4/5ths Vote: Yes X No ) At 2 p.m. on March 16, 1988, in Conference Room 5 in the Public Services Building, the Director of Public Works received sealed bids for "Construction of William Avenue Improvements Between Palomar Street and Orange Avenue in the City of Chula Vista, California." The project involves removal and disposal of existing improvements, excavation and grading, asphalt concrete paving, adjustment of manhole, cross gutter, protection and restoration of existing improvements, traffic control, construction surveying and other miscellaneous work shown on the plans. The funds for this project were budgeted in the 1986-87 Capital Improvement Program. RECOMMENDATION: That Council: • 1. Appropriate $24,512.82 from the unappropriated reserves of Gas Tax funds to William Avenue-Street Improvement account. 2. Accept bids and award contract to Carolyn E. Scheidel-Contractor, La Mesa, in the amount of $71,339.00. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Bids for this project were received from eight contractors as follows: Bidder Bid Amount 1. Carolyn E. Scheidel-Contractor - La Mesa $ 71,339.00 2. ABC Construction Co., Inc. - San Diego 73,487.70 3. RLF, Inc. - E1 Cajon 73,783.00 4. Sapper Construction Co. - San Diego 74,786.00 5. Asphalt, Inc. - E1 Cajon 76,489.80 6. Roca Construction, Inc. - Chula Vista 78,409.98 7. L. R. Hubbard Construction Co., Inc. - San Diego 79,309.16 8. Frank and Son Paving Co. - Chula Vista 92,228.90 The budgeted project in FY 1986-87 included approximately $47,000 for construction of the improvements. The major difference between the original estimate and the bid received was in the cost for excavation and grading • ($1,350 original estimate and $14,000 bid). Also the final project included additional bid items not included in the original estimate, i.e., P.C.C. cross-gutter, protection and restoration of property, traffic control and construction surveying. These items added an additional $16,000 to the final project cost. ` Page 2, Item 16 • Meeting Date~j8$- The low bid by Carolyn E. Scheidel-Contractor is above the engineer's estimate of $66,918 by $4,421, or 6.6q. We have reviewed the low bid and recommend awarding the contract to Carolyn E. Scheidel-Contractor.
