On Auoust 12, 1986, the City Council adopted Pesolution PJo. 1?_675 establishing
Underground Utility District No. 118 along Hermosa Avenue (Fourth Avenue) from
Orange Avenue to Main Street. In accordance with Section 15.32.150 of the
Chula Vista Municipal Code, adopted Resolution No. 1?_675 states that the City
Council shall by subsequent. resolution fix the date on which affected property
owners must be ready to receive underground service and the date poles,
overhead wires and associated structures shall be removed. SDG&E started
conversion to underground utilities along Hermosa Avenue in November, 1987.
• RECOMMENDATION: That Council:
1. Set October 17, 1988, as the date property owners in the Underground
District No. 118 on Hermosa Avenue (Fourth Avenue) from Orange Avenue to
Main Street shall be ready to receive underground service.
7. Set January 13, 1989, as the date poles, overhead wires and associated
structures shall be removed within Underground District No. 118 on Hermosa
Avenue from Orange Avenue to Main Street.

DISCUSSION:
The utility companies have informed Engineering staff that they can meet the
following schedule for the underground conversion district:

By Resolution Flo. 11977, Council adopted a policy on the use of utility funds
to subsidize the conversion of private service laterals. Part of the cost of
converting electrical service connections for the three single-family
residences located within the district will be reimbursed to the owners by the
City using SDG&E Co. conversion allocation funds. The reimbursement amounts
were set by Council Resolution No. 12675 and are listed below:

A transparency showing the district boundaries is available for Council
viewing.
• FISCAL IMPACT: The cost to underground utilities along Hermosa Avenue
(Fourth Avenue) from Orange Avenue to Main Street is estimated to be about
$600,000. The County of San Diego has transferred $600,000 of their SDG&E
allocation funds to the City to cover the project's estimated cost. Three
single-family property owners within this underground utility district will be
granted subsidies totaling $255. The subsidies will come from funds paid from
the utility companies' conversion budget.
