The unit will be used by Public Works in their chip sealing program. RECOMMENDATION: That Council adopt the resolution awarding the contract to Nixon-Egli Equipment Co. BOARDS/COMMISSIONS RECOMMENDATION: PJot applicable. DISCUSSION: Bids were advertised and mailed to prospective vendors with three bids • received. Unit Sales Less Bidder Price Tax Trade-In Amount Pacific Equipment Co. $58,500 $3,802.50 -$ 500 $61 802 50 San Diego , . Nixon-Egli Equipment Co. 64,600 4,199.00 - 500 68 299 00 Santa Fe Springs , . Heacer Equipment Co. 77,985 5,069.03 - 1,000 82 054 03 Pomona , . The low bid of Pacific Equipment Company does not meet specifications on one of the major components of the unit. Bid specifications required a hydrostatic drive unit to control maintenance expense and downtime. The drive proposed by Pacific Equipment is a mechanical drive system which is a manual five-speed forward, five reverse transmission to the planetary axle. Due to the makeup of the City fleet of dump trucks, the spreader will be stopping and starting twice as frequently than expected in normal operations, also the nature of work is somewhat different because of the street configurations it will be work on. This combination will place an excessive load on the drive train, particularly a straight mechanical drive. • • Page 2, Item 7 Meeting Date~J$~" The City has gone to automatic transmissions where heavy equipment in order to reduce cost of maintenance caimprovelreliability and increase operator performance. This is true in most areas of the construction industry. The second low bid of Nixon-Egli Equipment Company meets specifications (contains a hydrostatic drive unit) and is acceptable to the Director of Public Works. FISCAL IMPACT: The purchase cost is $68,299 and is within the amount budgeted in the Public Works/Street Division. WPC 0194U • • ... the City Co~~cil of Chula VistU, California Cat~d
