In October, 1987, staff proceeded to seek proposals from qualified firms to prepare a space needs analysis and Civic Center master plan. Approximately 30 firms were mailed copies of the Request for Proposals and the six firms that responded were selected for interviews and evaluations. The recommended firm is Danielson Design Group. RECOMMENDATION: That Council adopt the attached resolution approving the agreement with Danielson Design Group and appropriate an additional $15,250 for the Civic Center Master Plan Study. • BOARDS/COMMISSIONS RECOMMENDATION: None. DISCUSSION: 1. Consultant Selection Process On December 8, 1987, an interview panel consisting of five staff representatives from the Engineering, Finance, Management Services and Planning Departments evaluated the candidates' experience, capacity, and qualifications to undertake the project. The six firms interviewed were: a. Buss, Silvers, Hughes & Associates b. Danielson Design Group c. MacKinlay, Winnacker, McNeil & Associates d. Martinez/Wong & Associates e. Steinmann, Grayson, Smylie f. Walter Collins Associates After the interview process and the ranking of each candidate firm, City staff further reviewed each firm's references and determined that Danielson Design Group possessed the best qualifications to carry out the project. 2. Civic Center Piaster Plan • The Civic Center Master Plan project will involve the following elements: a. A space needs analysis involving the inventory of existing floor space and review of expected short-term and long-term organizational growth/changes to departments. • Page 2, Item 6 Meeting Date 4/5/88 b. Development of site expansion alternatives including floor area, parking, equipment, etc. for the next 20 years. c. A preliminary construction budget estimate will be prepared which will include site costs, operational analysis of the site, civic, architectural, structural, mechanical, and electrical discipline items. d. Preparation of a 20-year master plan developed with phasing increments related to expansion needs. 3. The proposed Civic Center Master Plan and related work is expected to require nine months for completion and presentation. Staff and the consultant will be meeting periodically throughout the project, and the Planning Commission and City Council will be presented with a space needs report for approval prior to developing the final conceptual master plan and budget. Final Council approval will be required at that time. FISCAL IMPACT: The estimated total project cost is $65,250. C.I.P, project number GG-105 (Master Plan for Civic Center) has been approved with a total budget amount of $50,000; therefore, an additional $15,250 would need to be appropriated from the General Fund. • WPC 4924P • tae Ciiy Council of Chula Vista, California Dated ~ ~_ `~ ~-.
