HomeMy WebLinkAboutAgenda Statement 1988/04/05 Item 4COUNCIL AGENDA STATEMENT • Item 4 Meeting Date 4/5/88 ITEM TITLE: Resolutions--3 `~ ~ ~ Ratifying a two-year library service contract with San Diego County to continue to provide library services in the Montgomery/Otay area SUBMITTED BY: Library Directo r REVIEWED BY: City Manager ~ ~~ (4/5ths Vote: Yes No X ) On October 13, 1987, the Council adopted Resolution 13269 approving a one year agreement, FY 1987-88, between the City of Chula Vista and the County of San Diego to provide Library services to the citizens in the Rontgomery/Otay area. The County returned the contract unexecuted and instead proposed a two year agreement covering both FY 1987-88 and FY 1988-89. RECOMMENDATION: Adopt the resolution ratifying a two year contract and authorize the Mayor to execute the same on behalf of the City. BOARD/COMMISSIONS RECOMMENDATION: The Library Board of Trustees at their meeting of March 24, 1988, was apprised of the two year contract proposal and • viewed it favorably. DISCUSSION: The proposed contract for 24 months (July 1, 1987 through June 30, 1989) specifies required levels of service, inventory and staffing. The Castle Park Branch will be open 37 hours per week and the Woodlawn Branch will continue to operate 17.5 hours per week. Although the Library Master Plan identifies the need to provide more library space and service in the Montgomery/Otay area than either of the present two County branches, the City cannot provide a new facility in FY 1987-88. The rationale for a two-year contract is the expectation to open the new facility no later than the beginning of FY 1989-90. In the event that the City is able to open the facility sooner, this contract provides an "escape clause" upon seven months notification. If such a request is initiated, the Library will return to Council to request the monies necessary for leases, salaries, purchasing the book collection and other related costs. FISCAL IMPACT: The money is appropriated for FY 1987-88. An additional appropriation of approximately $59,809 for FY 1988-89 is needed by August 30, 1988.
