Heiter as the contract senior city planner for the preparation of the Draft Montgomery Specific Plan. Mr. Heiter s contract of employment expires on March 31, 1988. RECOMMENDATION: That Council approve the attached resolution, and authorize the Mayor to execute the three-month extension of the subject contract on behalf of the City of Chula Vista and appropriate the necessary funds. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. • DISCUSSION: The City of Chula Vista, in February of 1986, contracted with h?r. Heiter for his planning services in conjunction with the preparation of a Specific Plan for the recently-annexed Montgomery Community. Beginning in February of 1986, he has, as contract project manager, supervised the preparation of Parts One and Two of the three part Draft Montgomery Specific Plan. Said Parts One and Two were adopted by the City Council on January 12, 1988. Part One provides the foundation or basis for the plan proper. It contains the City Planning survey, evaluation, trends analysis and forecasts. Part Two, the "Plan Proper," sets forth the plan's goals, general objectives, policies, principles, and planning and design proposals. Part Three, which will embody the implementation proposals and the conclusion of the Montgomery Specific Plan, is being drafted. Because of his in-depth knowledge of the planning project, it would be highly desirable to retain Mr. Heiter's planning services for the three-month period from April through June 1988. Under the proposed extension, Mr. Heiter would work three days a week, and would receive 3/5th's of the rate of compensation stipulated under the last extension of his contract, dated December 15, 1987, plus a 5% cost of living adjustment. His total compensation for the three months of service would be $5,788.25. FISCAL IMPACT: The cost three-month period would from the General Fund.
