On December 3, 1985, the City Council approved Conditional Use Permit
PCC-85-24 which authorized CalTrans to establish 24 parking spaces at the
Chula Vista Alliance Church for park-and-ride use. Approval was subject to a
sunset clause requiring Council review in two years.
An Initial Study, IS-85-49, of possible adverse environmental impacts of the
project was conducted by the Environmental Review Coordinator on July 10,
1985. The Environmental Review Coordinator concluded that there would be no
significant environmental effects and has recommended readoption of the
Negative Declaration.
• RECOMMENDATION: That Council approve PCC-85-24 subject to the following
conditions as listed in the companion resolution:
1. On the basis of IS-85-24 and any comments received during the public
review of the I.S. and Negative Declaration, the City Council hereby
adopts Negative Declaration IS-85-24 as attached hereto.
2. Any complaints regarding noise or other adverse impacts at the
park-and-ride facility shall be cause for review and possible revocation
of the permit.
3. The present signs are approved for a period of three years, at which time
the applicant shall submit a new sign program for review and approval of
the Zoning Administrator.
4. The park-and-ride spaces shall only be utilized between the hours of 6:30
a.m. to 5:30 p.m., P7onday through Friday.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The agreement between the Church and CalTrans involves the construction and
maintenance of 24 parking spaces for the Church in return for a five-year
lease to use the spaces for park-and-ride commuters. The spaces have been in

use for approximately six months, and are available for park-and-ride use
Monday through Friday between 6:30 a.m, and 5:30 p.m. Two signs have been
erected to direct commuters to the site -- one of 6 sq. ft. on Paseo del Rey,
and one of 12 sq, ft. along the access drive which serves both the Church
property and the Children's ldorld day care center.
The two-year sunset clause was added due to Council concerns about potential
early morning noise and activity impacts on adjacent residents which are
located directly to the west of the park-and-ride spaces. Approval was also
conditioned upon the submission of a landscape and irrigation plan for the
planting areas directly abutting the spaces, and a sign plan to ensure
compatibility with the residential character of the area.
According to CalTrans the spaces have received very little use to date,
primarily because an expected new San Diego Transit express bus route proposed
along Telegraph Canyon Road has not yet been established. Our own
observations confirm the spaces are little used, and perhaps as a result there
have been no complaints regarding noise or other adverse impacts. It is
appropriate, therefore, to recommend continuation of the use with the
condition that should problems arise in the future the permit would be
returned to Council for review and possible revocation.
• When this item became due for reconsideration, it was discovered that the
required plans had not been submitted for staff review and approval. No
landscaping has been installed, and the signs that have been erected are
standard state-issue white-on-blue metal pole signs. Although CalTrans has
since submitted a preliminary landscape plan and typical sign elevation
(please see attached), they are asking Council for relief from the requirement
to install the landscaping or alter the present signs.
In consideration of the limited visibility of the area, the modest amount of
landscaping involved, and the fact that the surrounding Church property has
not yet been landscaped, we believe it would be appropriate to defer
installation until the Church implements the remainder of their master plan.
This would also allow the treatment of this area to be coordinated and
consistent with the balance of the landscaping program eventually approved for
the total site.
Although the present signs are uninspiring, they are relatively small and
unobtrusive. In recognition that there may never be a level of park-and-ride
activity at this location that would justify an extension of the use beyond
the remaining three years on the CalTrans lease, we believe it would also be
appropriate to endorse the present signs for a three-year period. If the use
is extended beyond that time, a new sign program should be submitted for
review and approval of the Zoning Administrator.
