operation of certain water facilities and improvements between
the City, the E1 Rancho Del Rey Partnership and the Otay Water

In March, 1987, Council approved the initiation of assessment district
proceedings under the "Municipal Improvement Act of 1913" for the financing of
the construction of improvements and appurtenant structures on East "H" Street
between I-805 and Otay Lakes Road.
The improvements include water facilities which are proposed to be owned,
operated, and maintained by the Otay Water District. This agreement provides
that the Rancho Del Rey Partnership will construct the water improvements, the
City will acquire the improvements with funds from Assessment District 87-1
• when the proceedings are completed, and the Otay Water District will accept
and maintain the water facilities constructed.
RECOMMENDATION: Adopt the resolution.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
A part of the improvements being constructed under the East "H" Street
Assessment District 87-1 are water facilities which will be owned and operated
by the Otay Water District.
The water facilities to be constructed consist of the following:
1. Approximately 5,500 feet of 24-inch water line and 2,100 feet of 20-inch
water line, including appurtenances, within East "H" Street from Yuba
Drive westerly to Paseo Ranchero.
2. Approximately 4,900 feet of 12-inch water line and 400 feet of 16-inch
water line, including appurtenances, within East "H" Street running
easterly from approximately Kernel Place.
3. Approximately 1,400 feet of 10-inch water line, including appurtenances,
within East "H" Street running westerly from Paseo Ranchero.

The Otay Water District has approved the plans for construction of the water
facilities and will perform inspections during construction.
The total cost of the water improvements is estimated at $1,050,000. The
Rancho Del Rey Partnership will advance the funds necessary to construct the
facilities and will be reimbursed from bond proceeds when the Assessment
District 87-1 is brought to completion.
FISCAL IMPACT: None to the City. All costs will be paid by the Rancho Del
Rey Partnership and/or Assessment District 87-1.
Summary of Council Actions
1. Approved an Acquisition Agreement with the Rancho Del Rey Partnership and
the Otay Water District for water facilities to be constructed with the
East "H" Street Assessment District 87-1.
