RECOMMENDATION: That City Council adopt the resolution. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Ordinance No. 2251 established a Development Impact Fee to pay for transportation facilities in the eastern territories of the City. The ordinance provides that a developer may request authorization from the City Council to construct one or more of the transportation facilities listed in the ordinance. The segment of Otay Lakes Road from Rutgers Avenue east approximately 4400 feet to the western boundary of the Eastlake Business Center as a 4-lane major road on 6-lane graded facility is one of the facilities listed in the ordinance. Also the segment through Eastlake Business Center is constructed on the south side, but needs to be constructed on the north side and is one of the facilities in the ordinance. Attached is a copy of the request for authorization to construct which contains a description and cost estimate of the improvements along with other information and statements as required to be submitted to the City Council. FISCAL IMPACT: None to the City. The Eastlake Development Company will advance all necessary funds to construct the project and will receive a credit or cash reimbursement in accordance with the provisions of Ordinance No. 2251.
