The City Engineering Department has submitted a coastal development
application for the installation of minor public improvements to the existing
Bay Boulevard right-of-way. Funding for this project was approved with the
1987-88 and 1988-89 CIP budget. A Negative Declaration (IS-87-50) was issued
for the project.
RECOMMENDATION: That the City Council conduct a public hearing and consider
and adopt the attached resolution and findings therein:
1. Adopting Negative Declaration IS-87-50; and
• 2 Findin that the proposed project is consistent with the policies of the

certified LCP; and
3. Approving Coastal Development Permit No. 17 subject to conditions listed
on Exhibit A.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The project consists of street improvements within the Bay Boulevard public
right-of-way and will entail infilling existing curb, gutter, and sidewalk
between "F" Street and "J" Street. Specifically, improvements will include:
1. Curb, gutter, sidewalk, and landscaping on the east side of Bay Boulevard
and "F" Street.
2. Approximately 320 linear feet of curb, gutter, and sidewalk on west side
of Bay Boulevard between "F" and "G" Streets, and a storm drain inlet at
the northwest corner of "G" Street.
3. Removal of 11 eucalyptus trees and addition of curb, gutter, and sidewalk
on the west side of Bay Boulevard from "G" Street south to a point just
south of "I" Street.

existing channel) at the northeast corner of "J" Street and Bay Boulevard.

There will be no additional vehicle lanes or right-of-way acquired; rather the
existing facilities will be upgraded to meet existing City standards and the
standards of the Bayfront Specific Plan. Additionally, a drainage inlet into
an existing 24" storm drain pipe at "G" Street and a new 18" storm drain pipe
and inlet at "J" Street will be constructed to connect to an existing drainage
channel. Eleven Eucalyptus trees will be removed between "G" and "H" Streets
on the west side of Bay Boulevard. Although several of the trees are mature,
they are not a significant species.
Minimal grading will be required for surface improvements. Trenching to an
estimated maximum depth of 6 ft. will be required for the new drainage pipe at
"J" Street. A condition will be placed on this permit to limit grading and
trenching activities to the non-rainy season months. This requirement will
reduce potential siltation downstream.
Conditions of Approval
1. Trenching shall be limited to the months from April 1 through October 30.
2. All construction shall comply with all coastal zone requirements and
standard conditions of approval contained in the Certified LCP and Coastal
Development Procedural Manual.
• Findings
Based on the following findings, the proposed project has been found to be
consistent with the policies of the certified Local Coastal Program:
1. The project is located within the existing dedicated right-of-way of Bay
Boulevard adjacent to developed industrial property. Proposed
improvements are consistent with the land use and circulation elements of
the Bayfront Specific Plan.
2. The project is not located adjacent to coastal resources and does not
provide direct access to the shoreline. However, the public improvements
proposed to be installed will enhance vehicle and pedestrian circulation
within the Bayfront area.
3. All proposed work will be undertaken on developed or disturbed lands.
There are no significant natural plant or wildlife species present or
which depend on the project site. Implementation of improvements will not
result in any significant impact on natural resources.
4. Proposed drainage improvements will connect to existing drainage
facilities currently out flowing into the San Diego Bay. The additional
storm water anticipated to enter the system is minimal and will not
require any new downstream improvements.
FISCAL IMPACT: $428,400 has been approved for this CIP project ST-122.
