HomeMy WebLinkAboutAgenda Statement 1988/03/01 Item 14COUNCIL AGENDA STATEMENT • ITEM TITLE: SUBMITTED BY: REVIEWED BY: Resolution ~3 ~ '6 Authorizing 1100 block of Hilltop Drive Director of Public Work City Manager Item 14 Meeting Date 3/1/88 removal of trees along the (4/5ths Vote: Yes No X ) At the February 16, 1988 meeting, the City Council approved in concept removing the ficus trees along the 1100 block of Hilltop Drive and replacing them with Chinese Flame trees. It was indicated at that meeting that staff would return at a future Council meeting with answers to several questions that were brought up and clarifying the funding needed for the project. RECOMMENDATION: That the City Council authorize the Public Works Department to prepare a contract for removal of all of the existing trees, stumps and roots, repair any remaining damaged sidewalks, and replant new Chinese Flame trees (Koelreuteria bipinnatal) in the 1100 block of Hilltop Drive. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Many years ago, Ficus retusa trees were planted in the 1100 block of Hilltop Drive within a parkway area between the curb and sidewalk. As those trees matured, the root systems caused problems with the sewer lines, sidewalks, curbs, gutters, driveways, and maintenance of the parkway itself. At the February 16, 1988 Council meeting, City Council reviewed a report outlining the problems with the trees and approved a recommendation in concept that they be removed and replanted with a tree more suited to the parkway. Prior to full approval, the City Council had several questions that needed to be answered 1. The trees proposed to be planted are Koelreuteria bipinnatal (Chinese Flame trees) and Council questioned whether they are droughtublish dnby In the publication Success List of Water Conserving Plants, p the Saratoga Horticultural Foundation in Saratoga, California, a water conserving plant is defined as the following: "A water conserving plant may be defined as a plant which requires less water than most others to grow well. This is quite relative since the water required varies between species and between sites and can even be affected by micro-climates and exposures within a particular garden." Page 2, Item 14 • Meeting Date "The natives and exotics which are best adopted to our climates may be able to survive with no water other than available rainfall. This is rather restrictive and although some of the plants selected for this list may need no supplemental water, the others will require no more than one deep watering during each of the dry months once they have become established." In that publication, they also discuss compatibility with sprinkler watering systems as follows: "Most landscape installations are watered by sprinklers. This method of summer irrigation encourages root fungus diseases on many drought tolerant plants. Of the plants that met all other criteria, those finally selected for this list seem more tolerant of sprinkler irrigation." The Koelreuteria bipinnatal or Chinese Flame tree is listed in that report as a water conserving plant. These trees have been used successfully elsewhere as City street trees. 2. Council wanted staff to address the use of frequent root pruning as a possible alternative to having the trees removed. The Ficus Retusa trees currently in the parkway along this section of Hilltop have been root pruned several times in the past. We have had cases where the sidewalk • has been removed three and four times because of the roots going back under the sidewalk and causing more damage. In order to be successful, the root pruning would have to be done on a rather frequent basis, which would become a considerable ongoing expense. Also, if it's successful, the roots would have to be pruned on all four sides and it may destroy any holding power of the root system causing the trees to fall over in strong winds. As indicated at the previous Council meeting, we have even had cases where a root that was pruned grew back under the sidewalk and re-attached itself to the portion of the root on the other side of the sidewalk. When the root did that it grew much faster and caused the damage to the sidewalk much more rapidly. Further, the roots have caused problems with sewer laterals and water meter boxes. Pruning will not help these situations. Because of the constant maintenance problem and lack of ability of the property owners to maintain the lawn area, we do not recommend root pruning. 3. It was necessary to bring back information concerning cost to remove the trees and repair the sidewalk. If City staff does the work, it will take approximately 15 days of work to actually remove the trees and an additional 21 days to complete all of the stump removal. We anticipate approximately another 3 or 4 days to repair any miscellaneous water line or sprinkler systems that might be damaged in the process. Further, it is estimated to take approximately 4 weeks of work to remove the damaged concrete, clearing the stump debris and repouring the sidewalks, curbs, and driveway aprons. • • Page 3, Item 14 Meeting Date~7T7$~ The estimate to do the work by force account is as follows: Remove Trees (labor only) $ 3,600 Remove Stumps (labor only) 4,400 Repair damaged water lines 1,200 (labor and materials) Re-tie property markers in 1,000 sidewalks that are removed (labor only) Replant new trees (labor and 3,500 materials) Remove and replace damaged 30,000 sidewalks, curbs and gutters TOTAL $45,500 • This total estimate of $45,500 is for raw labor only and does not include full cost recovery. It should also be noted that the City has a rather extensive backlog of concrete replacement work and tree removal work and, therefore, completing the work on Hilltop Drive would add another month to the backlog. Conversely, the City could contract the removal of the trees and stumps and replacement of the damaged concrete. The estimate to do this work by contract is as follows: Tree and stump removal $15,000 (30 trees at $500 each) Concrete repair (sidewalks, 36,000 curbs, gutters and driveway aprons) Replant trees (by City crews 1,100 material costs only) Engineering, inspection and 5,900 contingencies TOTAL $58,000 Doing the project by contract would permit it to be done on a more timely basis and not substantially increase the backlog of pending work. FISCAL IMPACT: The estimated cost to complete this work by contract is $58,000.
