HomeMy WebLinkAboutAgenda Statement 1988/03/01 Item 13• ITEM TITLE: SUBMITTED BY: REVIEWED BY: • COUNCIL AGENDA STATEMENT Item 13 Meeting Date 3/1/88 Resolution ~'3 ~ ~ ~ Approving an agreement with ONA, Landscape Architects for the irrigation redesign of Hilltop Park Director of Parks and Recreation City Manager (4/5ths Vote: Yes No X ) A capital improvement project for Hilltop Park was approved in FY 1987-88. The present irrigation system is in need of major upgrading. The present irrigation system requires drastic overwatering of the park in order to prevent dry turf areas from developing. The system also necessitates day time watering of the park during the summer months which requires staff to be assigned during this time to prevent vandalism. In addition, due to the age of the system, park personnel spends an inordinate amount of time repairing irrigation lines and heads. This project will involve the complete redesign of the irrigation system allowing for more effective and efficient watering system. RECOMMENDATION: That Council adopt a resolution approving an agreement with ONA, Landscape Architects for irrigation redesign services. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: A selection Committee, comprised of staff from Parks and Recreation and Planning reviewed six proposals submitted for the Hilltop Park Irrigation Redesign Project. The Committee selected three firms, ONA; Steve Halsey Land Planning; and PARTEC. These firms were then interviewed by this Department, with ONA being selected as the firm best suited for doing the job. This decision was based on ONA, Inc. experience in working with other San Diego Municipalities and their positive productive output in doing City of Chula Vista landscape projects. This department then negotiated what it considers to be a competitive fee for this service. Attached to the resolution is a copy of the proposed agreement with ONA. The agreement details the scope of service required of the consultant which include an extensive analysis of the park site topography, current problems, preparation of contract documents, development of an installation program and an estimate of probable cost. The design and construction documents should be completed by June 1, 1988. Upon approval from the Engineering Department a bid proposal will be prepared by the architect. Construction should begin in the early fall. FISCAL IMPACT: The proposed fee for the landscape architect is $11,700, • with this project being approved for this fiscal year. WPC 0932R
