The vehicle used by the parking enforcement officer to enforce parking rules
in the downtown and other areas of the City has been experiencing substantial
down-time due to needed maintenance and repairs. Because of the
unavailability of replacement parts and the general deterioration of the
vehicle, staff is recommending replacement of the existing parking enforcement
vehicle at this time.
RECOMMENDATION: That Council adopt a resolution authorizing the emergency
replacement of the Parking Control Vehicle and appropriating $4,025 from the
unappropriated reserve of the Equipment Replacement Fund and $4,975 from the
• Parking Meter Fund for the purchase of a Cushman replacement vehicle.

DISCUSSION:
The parking enforcement vehicle is a 1985 Trident 3-wheel utility vehicle.
Its primary use is in the parking enforcement program and its small size
allows the Parking Control Officer to work out of the right and/or left side
of the vehicle.
Within the past six weeks, the Equipment Maintenance Division has attempted to
make some significant repairs to the Trident and has found that both the
manufacturer and the supplier of replacement parts are no longer in
business. Although the Trident had been made in the U.S., the manufacturer
had used a number of parts, including the engine, imported from England and
parts would have to be imported from there. The Equipment Maintenance
Superintendent has spent a significant amount of time on the telephone calling
other cities who are using the Trident, attempting to track down suppliers for
repair parts. This has not resulted in identifying a supplier for our needs.
Further we have been unsuccessful in attempting to match "Parts numbers" at
parts suppliers in order to find repair parts on a piece by piece basis. The
shop staff has been able to make a temporary repair to the Trident to get it
back on the street and operating. During the past 2 years, there has been
considerable down-time for various repairs which has been compounded by
extensive waiting time for parts.

As Council is aware, there are three main criteria that were set up by the
establishment of the Equipment Replacement Fund. These criteria were age,
mileage, and lifetime maintenance experience. At the present time, the
Trident is in the third year of a 5-year replacement cycle. The vehicle has
22,750 miles recorded as of the last service date and nearly $4,300 in
lifetime repair cost. These repair costs are mostly related to brake
replacement and repair, suspension systems, and the electrical system. An
evaluation of the mechanical history and down-time of this piece of equipment
appears to indicate that it is at the end of it's expected life. Within the
last year, the mechanical problems have increased considerably in frequency.
The previous piece of equipment in this class also experienced a shorter life
and was replaced after three years. It, therefore, appears that a 5-year
replacement cycle is too long for this type of equipment and we are
recommending the cycle be revised to 3-years.
As a result of the temporary nature of the most recent repair, the
unavailability of repair parts, and the lack of remaining useful life, staff
is recommending that the replacement of the Trident with a Cushman vehicle at
an approximate cost of $9,000. The City of San Diego recently received bids
for identical vehicles and Cushman was the low bidder. We can purchase our
replacement vehicle through San Diego's bid. San Diego has used Cushmans for
a number of years and is satisfied with them. It is recommended that the
Trident be sold at auction once it's replacement has been acquired.
• FISCAL IMPACT: Equipment replacement charges for the Trident through 1988
totalled $4,025. It is recommended that the balance of $4,975 be appropriated
from the Parking Meter Fund to acquire the replacement vehicle.
