RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING VARIOUS COMMUNITY
DEVELOPMENT BLOCK GRANT RELATED ACTIONS
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, the City is an Entitlement City receiving funding under the
Community Development Block Grant Program from the U.S. Department of Housing
& Urban Development; and
WHEREAS, the City desires to establish a Community Development Plan
as required in Section 507.305 (b) of the recently promulgated regulations of
the U.S. Department of Housing & Urban Development which will serve as a
policy guide over the next three years in utilizing CDBG funds in the City; and
WHEREAS, the City desires to transfer certain unused CDBG social
service funding previously allocated to the South Bay Community Services to
the Chula Vista Human Services and Referral Center; and
WHEREAS, the City desires to discontinue the City's CDBG funded
Rehabilitation Program and rely solely on the Redevelopment Agency
Low/Moderate Housing Set Aside Fund to fund its residential rehabilitation
activities;
NOW THEREFORE, BE IT RESOLVED that the City Council does hereby adopt
"The 1989-92 Community Development Plan"; and
BE IT FURTHER RESOLVED that the City Council does hereby approve the
transfer of $27,371.12 in remaining unused balance from FY87- 88 and FY88-89
which had been previously allocated to South Bay Community Services to the
Chula Vista Human Services and Referral Center; and
BE IT FURTHER RESOLVED that the Chula Vista City Council does hereby
approve the discontinuance of residential rehabilitation as an activity under
the Community Development Block Grant Program.

1989-92 COMMUNITY DEVELOPMENT PLAN
The City of Chula Vista is committed to using Community Development Block
Grant funds to develop and maintain a viable urban community by providing a
suitable living environment and by expanding economic opportunities,
principally for persons of low and moderate income. Community Development
Block Grant funds will be used in the 1989-90 through 1991-92 program years to
benefit low and moderate income persons primarily based on the needs, goals
and objectives established in this plan.
The following community development needs have been identified:
1. Revitalize and improve deteriorating neighborhoods, principally in
1 ow/moderate income areas.
2. Expand economic opportunities for persons of low and moderate income.
3. Increase the supply and choice of housing, principally to low and moderate
income persons.
4. Improv~ the health and wel fare of primarily low and moderate income
persons.
LONG TERM GOALS
The succeeding long-term objectives have been formulated:
1. Complete the improvement of all deteriorating or declining neighborhoods,
2. Enhance the quality of life for senior citizens, young persons, and
families in need.
3. Create job opportunities for persons of low and moderate income.
4. Promote decent housing for senior citizens and persons of low and moderate
income.
SHORT TERM OBJECTIVES
To meet the needs identified above, the following short-term objectives have
been developed:
1. Assist low and moderate income senior citizens in finding employment and
affordable housing, receiving information on jobs, health and related
subjects, and obtaining adequate nutrition and day care.
2. Provide counseling and career guidance to families and to young persons of
low and moderate income.
3. Furnish fair housing counseling and information services.
4. Construct public improvements to alleviate public hazards and restore
declining neighborhoods.
5. Supply public services to families in need.
6. Promote expansion of business opportunities to create jobs for low and
moderate income persons.
7. Provide counseling, diversion activities and vocational training to low
income ex-offenders of the judicial system.
8. Provide counseling for low income individuals in danger of family abuse.
9. Provide tenant-landlord mediation services.
10. Provide counselling and basic needs assistance to the homeless.
ll. Provide expanded recreational facilities for low and moderate income Chula
Vista residents.
12. Utilize available local, state and federal resources to provide expanded
housing opportunities for low and moderate income persons.
DEFINITION OF SUBSTANTIAL CDBG PROGRAM CHANGE
A substantial change, pursuant to 24 CFR 570.305(a) of the CDBG regulations
shall be defined as a change in use of CDBG funds resulting from (1) a
transfer of more than 25% of the total grant in any given year or among
previously approved projects or 12) the cancellation of CDBG funding for a
previously approved CDBG project where the project is not expected to receive
an allocation of funding within a one year period either from future CDBG
allocations or other funding sources.
