At the public hearing for the Las Flores Drive Assessment District, Frank
Balistrieri representing parcels 29 and 30 objected to his assessment
indicating that it was excessive compared to other assessments in the
district. An agenda statement at the meeting of November 24, 1987,
recomrended that the two parcels have reduced assessments for both the
Assessment District 85-1 and for the Reimbursement District.
RECOMMENDATION: That the City Council approve the resolutions reducing the
• assessments for Assessment District 85-1 and the reimbursement amount for Las
Flores Drive and "D" Street Reimbursement District.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
A report (attached) dated November 24, 1987, and approved by Council by 5-0
vote directed staff to return with a resolution crediting two parcels in the
Las Flores Drive Assessment District with a lower assessment. The two
resolutions are recommended to modify the assessments and reimbursements for
each parcel as follows:

FISCAL IMPACT: The proposed actions will not raise assessments for the
other properties in the Las Flores Drive Assessment District. The City's Gas
Tax Fund will not be reimbursed X4,100 in a future year because of the
reduction in the reimbursement district costs for the facilities. The General
Fund will not be impacted, however.

Subject: Correction to Resolution No. 13448 - reimbursement amounts for two
parcels in the Las Flores Drive and "D" Street Reimbursement District

On February 9, 1988, the City Council approved Resolution 13448 which reduced
the assessment amounts for two parcels in the Las Flores Drive and "D" Street
Reimbursement District. The amount of the new reimbursement was incorrectly
posted to the parcels.
Parcel No. 32 (the corner parcel) should have been reduced by $1,998.32 for a
new reimbursement amount of $10,007.09. The other parcel, No. 33, had a
reduced amount of $2,101.68 for a new reimbursement amount of $5,544.25. The
original report and resolution incorrectly charged the new amount to the wrong
parcel. Therefore, the resolution is being corrected as follows:
