The applicant proposes to construct a 60 square foot, 13
foot high monument sign at the northeast corner of Broadway
and C Street. The project site is located within the Inland
Parcel subarea of the Chula Vista Local Coastal Zone and is
subject to the regulations of the Bayfront Sign Program.
• The proposal is exempt from environmental review.
RECOMMENDATION: That the City Council conduct a public
hearing and co nsider the attached resolution and findings
therein:
1) finding that the proposed sign is consistent with the
intent of the policies of the certified Local Coastal
Program; and
2) issuing Coastal Development Permit No. 37.
BOARDS/COMMISSIONS RECOMMENDATION: The proposed sign was
approved by the Design review Committee on February 26, 1987
subject to conditions.
DISCUSSION:
The current proposal entails construction of a monument sign
to identify an existing CAL-LIFT building located on the
northeast corner of Broadway and C Street. CAL-LIFT has one
existing sign, a 40 square foot wall sign that faces C
Street. This sign is consistent with the Bayfront Sign
Program.
• The Bayfront Sign Program limits each industrial building
site within the Coastal Zone to 40 square feet of signage
for identification. CAL-LIFT's request for a 60 square foot

• monument sign in addition to the existing wall sign exceeds
that limitation by 60 square feet. In addition, the height
of the proposed sign exceeds the sign program's 10 foot
height limitation by 3 feet. Approval of the applicant's
request will require exception to the current Coastal Zone
sign regulations and a height variance from the Director of
Planning.
The Design Review Committee found that the project site is
not oriented to the Bayfront area and in fact, is
significantly detached from that area, and an increase in
the allowable signage should be considered. As a result the
Committee approved a monument sign with a maximum of 60
square feet (6' x 10') to be located no higher than 13 feet
above the adjacent sidewalk to the west of the existing
building.
Although the subject property is not located within the
Bayfront proper, the project site is included within the
Coastal Zone and subject to the requirements of a Local
Coastal Program which includes the Bayfront Sign Program.
On the other hand, the underlying industrial zoning of the
property would allow a 35-foot high, 150 square foot pole
sign and 186 square foot wall sign if conventional zoning
standards were utilized.
• The property appears to better relate to the adjacent
industrialized properties to the east than the Bayfront
Coastal area, therefore, consideration should be given to
signage as it relates to the neighboring non-Coastal Zone
properties. It is recommended that an exception to the
Bayfront Sign Program be granted and the applicant be
allowed to construct a 60 square foot monument sign as
proposed subject to conditions listed in Exhibit A of the
attached resolution.
Findings
The City Council of the City of Chula Vista finds, based on
the following findings, that the proposed monument sign for
CAL-LIFT, subject to conditions listed in Exhibit A, is
consistent with the intent of the policies of the certified
Chula Vista Local Coastal Program:
1. The proposed sign exceeds the sign area square footage
allowed within the Coastal Zone under the Bayfront sign
program regulations. However, the project is located within
the Inland Parcel subarea of the Coastal Zone which is
removed from the Bayfront proper. Specific development
criteria for the inland parcel states that the "area is not
coastal-related and no change in the existing use is
• anticipated". (The existing and designated use of this
subarea is industrial.) Therefore, signage better related
to the adjacent, non-Coastal Zone property was considered

• and found not to be inconsistent with the intent of the
Local Coastal Program policies and sign regulations in
Section 19.83 of the Bayfront Specific Plan.
2. The installation of the proposed sign will not entail
significant land area disturbance. The project site is
developed and landscaped; however, care should be taken with
earthwork during the rainy season since the Sweetwater River
is located down stream to the north. Limiting earthwork to
the time period between the months of April to November will
avoid the possibility of erosion to the north.
3. The subject property does not provide on-site
recreational facilities or preclude access to recreational
facilities related to coastal resources.
