On December 12, 1987, work began on the Parkway Gymnasium floor replacement
project. During the removal of an area in the northwest corner of the gym,
the City's Construction and Repair Division reported a severe settlement and
erosion problem under the concrete slab. Structural engineers and
geotechnical consultants were brought in to evaluate the extent of the damage
and make recommendations for improvements. Informal bids have been received
to make the necessary improvements.
RECOMMENDATION: That the City Council accept the bids and award the
contract for the Parkway uym foundation improvements and transfer the
• necessary funds.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The consultants have determined that the underlying soil has eroded causing
the concrete slab to bow and to settle 3 inches in the northwest corner of the
gymnasium. Further testing has also revealed that the soil is unusually sof t
and wet. It is the opinion of the consultants that this condition has been
caused by the seepage of moisture from the exterior roof drain spouts and
irrigation run-off.
The consultants recommend that the wet soil be removed and new dry dirt be
imported and recompacted and that the damaged portion of the slab be removed
and new concrete poured.
The work will involve the removal and subsequent refilling of approximately
250 cubic yards of dirt and removal of approximately 1,360 sq. ft. of concrete
slab. The excavation, recompaction and pouring of concrete will take 10 days,
followed by a 28 day curing/drying period for the concrete slab. The wood
floor replacement work will then resume and take approximately one month to
complete. The gym should re-open by mid-April.

To expedite the project, the City's Building Maintenance Superintendent
solicited the following informal bids from three contractors who specialize in
restoring concrete slabs.

These bids were based on a walk-through of the site and may change based on
construction drawings the contractors will receive on January 25. Staff will
receive the final bids before the Council meeting and will verbally give
Council any updated information.
The consultant also recommends that future measures be taken to prevent any
further moisture from accumulating under the slab. A subdrain system is
recommended, along with redesign of planting and irrigation. The landscape
architect for the Memorial Park Master Plan will review the findings and make
recommendations to be included in the master plan for Phase 1 improvements.
FISCAL IMPACT: Approximately $44,190 is needed for this project, which
• includes $15,800 for the contractor, $8,190 for the soils engineers, $5,500
for the wood flooring contractor for additional work, $10,500 for coring ,
excavations and lab testing and $4,200 for contingencies. Sufficient funds
are available from the following capital improvement projects:
