SUBMITTED BY: Community Development Director's-~' REVIEWED BY: City Manage ~ (4/5ths Vote: Yes No X ) In June 1987, a Coastal Development Permit was issued for the use of the existing Bay Boulevard pavement north of "E" Street as the NIC parking until a more permanent site could be developed. Now, it is proposed to add to the parking lot a 15 sq. ft. identification sign, mini-bus shelter, and a bicycle rack for convenience of visitors awaiting the public shuttle bus to take them to the Nature Center. The additional facilities are exempt f rom environmental review. The Redevelopment Agency approved the designs for the facilities on January 21, • 1988. RECOMMENDATION: That the City Council conduct a public hearing and consider the attached resolution and findings therein (1) finding that the proposed facilities are consistent with the policies of the certified Chula Vista Local Coastal Program, and 2) issuing a Coastal Development Permit for said facilities. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The Redevelopment Agency approved a concept for the installation of an identification sign, bus shelter, and bicycle rack at the NIC parking lot. The first phase of implementation is to install these improvements in the existing, temporary lot located north of "E" Street in the former Bay Boulevard right-of-way. When a permanent lot is developed, the facilities will be relocated to the new site. The program approved includes the construction of a 15 sq. ft. identification sign, monument style, with a 3-f t. high painted wood base. About 20 sq. ft. of landscaping will be provided immediately adjacent to the base. A maximum 2 • • • Page 2, Item 21 Meeting Date 1 26 88 ft. footing is expected to be needed for support. This sign was designed to be consistent with the Bayfront Sign Program which has been incorporated into the LCP. (See Exhibit A.) The proposed bus shelter is an 8 ft. x 3 ft. mini-shelter with a message board and a 6 ft. double park bench. The shelter is constructed of redwood with a cedar shake shingle roof. A photograph of the shelter is attached as Exhibit B. Staff has not received construction specifications yet; however, it is anticipated that a maximum of 2 ft. footings and possibly a 10 ft. x 4 ft. concrete slab would be necessary for construction. Placement of a 22 space bicycle rack also is proposed. This unit can be portable and placed on-site with no groundwork required. (See Exhibit C.) The proposed improvements are designed the convenient park and ride service to bicycles versus private motor vehicles. to assist NIC visitors with locating the Center and to encourage the use of Findings 1. The proposed identification sign is consistent with the regulations set forth in Section 15.83.06 (Civic Signs) of the certified Local Coastal Program. The signage will identify the parking area for the parking area for the public Nature Interpretive Center. 2. The proposed mini-bus shelter will provide a convenient protective structure for NIC visitors to wait for the public shuttle bus to the NIC. This improvement is consistent with the circulation policies of Section 19.86 of the certified LCP, encouraging the use of mini-transit and public transportation. 3. Installation of the facilities will not entail significant land area disturbance. The site is currently paved and historically has been used as a street right-of-way. Minimal depth for footings (approximately two feet) will be cut and no loose soils are to be stockpiled on-site during installation. 4. The subject property does not provide on-site recreational facilities or preclude access to recreational facilities. The project will enhance public transport to a visitor-serving facility.
