Pursuant to the provisions of Section 10.12.030 of the Chula Vista Municipal
Code adopted by Ordinance No. 1625 on May 27, 1975, trial traffic regulations
were instituted installing four-way stops at the intersections of "J"
Street/Bay Blvd. on May $, 1987, and Industrial Blvd./Anita Street on June 19,
1987. These regulations have been in effect and functioning as expected for
eight months.
RECOMMENDATION: That Council adopt this resolution to make these trial
traffic regulations permanent.

• DISCUSSION:
On May 8, 1987, and June 19, 1987, trial traffic regulations (see attached)
were established for four-way stops at the intersections of "J" Street/Bay
Boulevard and Industrial Boulevard/Anita Street, respectively.
An investigation of the "J" Street and Bay Boulevard intersection showed that
seven reported accidents occurred during the period of December 1985 to
December 1986. Five of these accidents were of a type susceptible to
correction by installation of a four-way stop. Since the four-way stop was
installed, there have been two reported accidents at this intersection.
Accident records show that during the period between December 1985 to December
1986 there were a total of seven reported accidents at the intersection of
Industrial Boulevard and Anita Street. Five of these accidents were of a type
susceptible to correction by installation of a four-way stop. Since the
four-way stop was installed, there has been one reported accident at this
intersection. The accident history, combined with other existing conditions
at these intersections, caused these locations to meet the City's established
warrants for the installation of a four-way stop.
According to Section 10.12.030 of the Chula Vista Municipal Code, a trial
traffic regulation ceases to be effective if a resolution embodying that
regulation, or any part of it, is not approved after the eight-month trial
period. Since the two intersections are operating more safely, it is staff's
recommendation that this trial traffic regulation be made permanent by the
• adoption of this resolution.
