Pursuant to the provisions of Section 10.12.030 of the Chula Vista Municipal
Code, adopted by Ordinance iJo. 1625 on May 27, 1975, a trial traffic
regulation was instituted removing parking on the west side of Halecrest Drive
from Telegraph Canyon Road to Hale Street and on the east side of Halecrest
Drive from Telegraph Canyon Road to a point 200 feet north of the centerline
of Hal e Street on fAay 6, 1987. Thi s regulation has been i n effect for eight
months.
RECOMMENDATION: That Council adopt this resolution to make this trial
traffic regulation permanent.
• BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
On April 7, 1987, a written communication was received by Council complaining
about large trucks parking for long periods of time on Halecrest Drive north
of Telegraph Canyon Road. In response to this complaint and in order to
improve sight distance at the intersections of Halecrest Drive with Hale
Street and the entrance to the Canyon Plaza Shopping Center, the City Engineer
removed the parking along this area by trial traffic regulation (attached) on
May 6, 1987.
Section 10.12.030 of the Chula Vista Municipal Code only allows a trial
traffic regulation to exist for eight months, at which time either a
resolution affirming the trial traffic regulation must be adopted or the trial
traffic regulation ceases to be effective.
A review of our accident records eight months prior to the i nstal l ati on of no
parking signs, shows a total of 3 reported accidents on Halecrest Drive from
Telegraph Canyon Road to 200 feet north of the Hale Street intersection. One
of these accidents was due to a parked car.
