The ordinance was forwarded to that agency for review and comments have now been received. Those comments request minor additional changes which are incorporated in the recommended modifications. RECOMMENDATION: That Council adopt ordinance modifying Chapter 18.54 of the Municipal Code. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: $~equent to the adoption of revised flood plain regulations by Council in ~, 1987, we received a notice f rom the California Department of Water Resources (DWR) that that agency had become responsible for the review of the local regulations being modified to meet new Federal requirements. The deadline for adoption by local agencies of new regulations had been extended and DWR was going to accomplish their review. We have now received the results of the DWR review. They suggest that three additional definitions be included in Section 18.54.030 of the City ordinance and that changes be made in Section 18.54.040.6, 1&. 54.060.A and 18.54.060.C. These changes involve the substitution in two sections of the term "lowest floor" for the term "first floor" and in providing an added restriction in areas where Zones AO have been identified within the City. Zone AO is defined as an area of 100-year shallow flooding where depths are between one and three feet and average depths of inundation are shown, but no flood hazard factors are determined. No AO zones in the City have been found where the depth of inundation is greater than one foot. This modified restriction will require the lowest floor of a structure to be one foot above the highest adjacent grade rather than one foot above the crown of the nearest street as is presently required. • Page 2, Item 11 Meeting Date 1/19/88 In addition to the changes requested by the Department of Water Resources, we have been advised that FEMA has provided for tFre "grandfathering" of existing mobil@ home parks from elevation requirements. Language incorporating this provision was printed in the Federal Register and has been reproduced as Section 18.54.060. B.2 of the proposed ordinance. This latter version has been reviewed by representatives of the Western Niobilehome Association who have indicated their concurrence. The proposed revised regulations are attached as an exhi bi t and are marked to show the specific recornmended changes. FISCAL IMPACT: None.
