HomeMy WebLinkAboutAgenda Statement 1988/01/12 Item 19COUNCIL AGENDA STATEMENT • Item 19 Meeting Date 1/12/88 ITEM TITLE: PUBLIC HEARING: Consideration of Coastal Development Permit #032 for SDG&E Modular Administrative Building RESOLUTION/ ~/~ Authorizing the issuance of Coastal Develop- ment Permit #032 to SDG&E for Modular Administrative Building subject to the Conditions of Approval in Attachment A SUBMITTED BY: Community Development Director~~'~. ~t REVIEWED BY: City Manager ~ ~' (4/5ths Vote: YES_NO X ) San Diego Gas & Electric Company has submitted a Coastal Development Permit application for the installation of a prefabricated 2,100 square foot administrative building and an 11,000 square foot parking lot. The maxi- mum height of the proposed building is 13' 1-3/4" above finished grade. The parking lot construction will entail the removal of six inches of soil and replacement with six inches of base and two inches of pavement. The parking lot will include 28 parking spaces and one handicapped space. The project site is indicated on Exhibit A. • This project is exempt from the requirement from environmental review pursuant to Section 15303 Class 3(c) of the CEQA guidelines. RECOMMENDATION: That the City Council conduct a public hearing and adopt the attached resolution: 1. Finding that the proposed modular administrative building and parking lot are consistent with the policies of the certified Chula Vista Local Coastal Program; and 2. Issuing Coastal Development Permit #032 subject to the conditions in Attachment A to the resolution. BOARDS/COMMISSIONS RECOMMENDATION: Not Applicable DISCUSSION: Based on the following findings, the proposed building and parking lot have been found to be consistent with the policies of the certified Chula Vista Local Coastal Program. 1. The land use and zoning designations for the SDG&E property are Industrial General. The use of a portion of the property for an administrative office building is consistent with the provision in Section 19.82.35 for allowing administrative offices as accessory • uses to the industrial (power plant) use. 2. The proposed maximum height (13' 1-3/4") of the structure is consistent with Map 2 in the Specific Plan, Building Height Controls, Page 2, Item 19 Meeting Date 1/12/88 • which indicates that building heights may not exceed four stories or 44 feet. 3. Condition of Approval #2 which requires that a silt fence be installed prior to on-site grading consistent with Section 19.87.03- Utility Service and Grading Objectives, which requires that existing natural resources be protected from undue impact during construction phases. 4. The project site is owned by a public utility company which has a need for restricted access, therefore, the opportunity for public access to the bay from this site for recreational use is restricted and not inconsistent with the public access policies of the certified LCP. 5. Statewide and regional interpretive guidelines have been reviewed and the proposed project has been found to be in conformance with the public access and public recreational policies of Chapter 3 of the Public Resources Code. Provide updated soils information that indicates the actual amount of excavation and recompaction that will be required for the proposed project. This data is required because the excavation information in the Coastal Development Permit application was not consistent with the soils report that was provided. The soils report was,however, prepared for a different type of building on an adjacent site. 2. Prior to -on-site grading the applicant shall install a silt-stop sediment fence (or equal) between the area to be excavated and San Diego Bay to minimize the potential for siltation. C
