west side of Maxwell Road at the northeast corner of Otay
Valley Industrial Park Subdivis'on
SUBMITTED BY: Director of Public Works
REVIEWED BY: City l~lanager~E ~fCV' (4/5ths Vote: Yes No X )
On June 19, 1984, by Resolution No. 11659, the City Council approved the final
subdivision map for CVT 81-6, Utay Valley Industrial Park along the west side
of Pdaxwell Road north of Otay Valley Road. Concurrently with approval of said
Map the City Council, by Resolution ido. 11662, also accepted a cash bond of
$4,000 to complete improvements in Maxwell Road. The County of San Diego is
now improving the extension of Maxwell Road within its jurisdiction and has
offered to install ttie missing City improvements in conjunction with that
project. An agreement between the City and the County to provide for said
installation is now before Council for approval.
RECOMMENDATION: That Council adopt the resolution.
• BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
As a condition of approval for the development of CVT-81-6, Otay Valley
Industrial Park the developer, Sammis Properties, was required to install
public improvements along Maxwell Road adjacent to the subdivision. Said
improvements have all been installed except for the northwest portion of
Maxwell Road adjacent to Lot 19 of said subdivision. In lieu of constructing
ultimate street improvements for said portion, the developer was required to
grant a slope easement within Lot 19 and post a cash bond of $4,000.
Construction of said improvements would have required extensive onsite and
off site grading which was not required to serve said development.
The County of San Diego will be widening and paving the haul road (extension
of Maxwell Road on the Otay Landfill site). The County is also proposing to
complete the widening and improvements on the westerly side of Maxwell Road
(93.85 feet) (see plat). The improvements will include excavation of hill to
the north, A.C. paving, P.C.C. curb, gutter and sidewalk and P.C.C. drainage
di tch.
As provided in this agreement, in exchange for the above improvements the City
agrees to deposit the $4,000-cash bond with the County. The City is also
providing the right of entry documents required to complete these
improvements. The City will assume maintenance responsibility of said
• improvements upon our acceptance of improvements.
A plat is available for Council viewing.
FISCAL IMPACT: None.
