Hinman, representing Intertec Construction Co. under contract to h1TD6 to replace the trolley track rails and install concrete crossings similar to "E" Street, has requested authorization to close "L" Street to through traffic at the Trolley crossing just east of I-5 freeway. The closure would extend from 7:00 p.m. on Friday, January 8 to 5:00 a. m. on Monday, January 11, and again from Friday, 7:00 p. m. on January 15 to 5:00 a.m. on Monday, January 18, 19~s8. RECOMMENDATION: That Council adopt resolution authorizing the temporary closing of "L" Street to through traffic during the weekends of January 8, 1988 and January 15, 1988. • BOARDS/COMMISSIONS RECOMMENDATION: f~dot applicable. DISCUSSION: I~~TUB' s contractor wi 11 be adjusting the Trolley tracks and reconstructing the crossing at "L" Street. It is their intention to perform this work on two consecutive weekends. They have requested that the City authorize the closing of "L" Street to through traffic during the two weekend periods in order to perform the required work. This same procedure was used when the crossing was upgraded at "E" Street. The reason for their request is based on safety of the workers and vehicle traffic. They plan to adjust the westerly track during the first weekend and the easterly track during the following weekend. It is their expectation to work continuously until completed and may be able to open the street sometime on Sunday afternoons. The alternative to closing the street to through traffic is to adjust the tracks in four segments requiring the moving of traffic to the opposite side of the travelway. This can result in vehicular traffic having to cross each other for right and left-turn without benefit of traffic control lights. East and westbound traffic will need to cross around a center median island and such movements will bring confusion and may cause accidents, specifically during the dark hours. In order to accommodate the trolley runs, the work must be performed at night. All businesses open on the weekends have been noticed of the impending closure. • Page 2, Item ~ • Meeting Date 5 88 Proper advance warning signs will be installed with appropriate barricades and directional detour signing. The detour route for westbound will be south on Broadway to Moss, west on Moss to Industrial, north on Industrial to "L" Street. The reverse detour routing will be established for eastbound traffic. Barricades will be set across "L" Street east of Industrial (west of the tracks) and just east of the tracks to preclude any vehicles from entering the construction area and jeopardizing the safety of the workers and the vehicles themselves.
