Heiter for the Montgomery Specific Plan and Appropriating Funds SUBMITTED BY: Director of Planning Q) REVIEWED BY: City Manager ~~"~~1' (4/5ths Vote: Yes X No On February 18, 1986, the City Council authorized the employment of Mr. William F. Heiter as the contract senior city planner for the preparation of the Draft Montgomery Specific Plan. Mr. Heiter's contract of employment expires on December 31, 1987. RECOMMENDATION: That Council approve the attached resolution, and authorize the Mayor to execute the three-month extension of the subject contract on behalf of the City of Chula Vista and appropriate the necessary funds. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. • DISCUSSION: The City of Chula Vista, in February of 1986, contracted with Mr. Heiter for his planning services in conjunction with the preparation of a Specific Plan for the recently-annexed Montgomery Community. Beginning in February of 1986, he has, as contract project manager, supervised the preparation of Parts One and Two of the three part Draft Montgomery Specific Plan. Said Parts One and Two have been completed and are scheduled for public hearing before the City Council on January 12, 1988. Part One provides the foundation or basis for the plan proper. It contains the City Planning survey, evaluation, trends analysis and forecasts. Part Two, the "Plan Proper," sets forth the plan's goals, general objectives, policies, principles, and planning and design proposals. Part Three, which will embody the implementation proposals and the conclusion of the Montgomery Specific Plan, will be prepared subsequent to the adoption of Parts One and Two. It is estimated that it will take three months to bring Parts One and Two of the Draft Montgomery Specific Plan to fruition and complete the draft of Part Three. Because of his in-depth knowledge of the planning project, it would be highly desirable to retain Mr. Heiter's planning services through the first three months of 1988. FISCAL IMPACT: The cost of Mr. Heiter's services for the aforementioned three-month period would be X9,187.50.
