awarding contract for "Kitchen Improvements Including
Installation of New Equipment at Lauderbach Community Center

At 2:00 p.m, on November 18, 1987, in Conference Rooms 2 and 3 in the Public
Services Building, bids were received for "Kitchen Improvements Including
Installation of New Equipment at Lauderbach Community Center at the 300 Block
of Oxford Street in the City of Chula Vista, CA" The work to be done consists
of kitchen improvements including installation of new equipment and repairing
cabinets. Funds for this project were budgeted in the 1986-87 Capital
Improvement Program.
RECOMMENDATION: That Council:
1. Transfer $5,100 from the unencumbered balance of budgeted project
"Montgomery Park Plan" to "Lauderbach Center Kitchen Improvements" account.
2. Accept bid and award contract to Kuhler Corporation in the amount of
$15,928.75.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Prior to receipt of bids, staff had a walk through at the Lauderbach Community
Center with prospective bidders. The bidders were asked to include as an
alternate the cost of providing a stainless steel countertop instead of
formica. Bids for this project were received from two contractors as follows:

* JLH Construction's base bid did not include one item noted in the
specifications (cabinets on south wall). The cost of this item was
included with the cost for the stainless steel countertop in the alternate
bid submitted by JLH Construction. As shown above, the firm's total bid
was greater than that of Kuhler Corporation. Based on contact with JLH
Construction, the cost for the stainless steel countertop was $775
compared to Kuhler Corporation's cost of $410. Their actual base bid
would have been $16,643.25 instead of $14,493.25.

Meeting Date?
The overall low bid by Kuhler Corporation was right in line with staff's
estimate of around $15,000 to accomplish the work. We have reviewed the low
bid and recommend awarding the contract to Kuhler Corporation.
The kitchen renovation includes the replacement of existing equipment with
commercial type equipment as follows:
1. Stainless steel gas oven 7.

A. Lauderbach Center Kitchen Improvements $12,000
B. Unencurnbered Balance in "Montgomery Park Plan" 20,000
Total Funds $32,000
Included in the 1985-86 Capital Improvement Program were funds for the hiring
of a consultant to prepare a Montgomery Park Plan, Since that time, City
staff has prepared this plan and these funds are no longer needed for that
project. Staff is, therefore, recommending the use of a portion of these
funds for the construction of the kitchen improvements at Lauderbach Center.
