At 2:00 p.m, on November 4, 1987, in Conference Room 5 in the Public Services Building, the Director of Public Works received sealed bids for "The Construction of Sidewalk Ramps, Missing Sidewalk, and Sidewalk Rehabilitation 1987-88 Program at Various Locations in the City of Chula Vista, CA" The work includes the removal of existing curb, gutter, and sidewalk and replacement with the construction of sidewalk ramps. It also includes the removal and construction of deteriorated sidewalk in the Montgomery area and replacement with new sidewalk. And last, it includes the construction of a new sidewalk along the south side of Orange Avenue between Second Avenue and Albany which requires construction of a 4 ft, high chain link fence, excavation and grading, a crib type retaining wall and landscaping. The funds for this work were budgeted in the 1987-88 Capital Improvement Program. ^i ^ H RECOMMENDATION: That Council: 1. Appropriate $57,893.83 from the unappropriated reserves of Gas Tax Funds to Sidewalk Improvement - Orange Avenue, Second Avenue to Albany account. 2. Accept bids and award contract to Roca Construction, Inc., Chula Vista, in the amount of $121,357.94 (this includes a reduction in the bid amount of $16,000). 3. Authorize City Engineer to execute Change Order 1 which decreases the contract bid by $16,000 (reduces estimated number of ramps from 60 to approximately 40). BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: This project combined three separate CIP projects with similar types of work under one contract. The three projects are as follows: 1. Sidewalk ramps - This work includes the construction of sidewalk ramps at various locations throughout the City (location map attached). Approximately 40 ramps will be constructed. Funds budgeted for construction in FY 1987-88 equal $35,000. ~~ d '' f /" ~-•. .. .T -.. CHANGE IN CONTRACT • ORDER N0. JOB: AO-064/AO-065/AO-069 The following changes shall be made to increase the contract dated January 19, 1988, between the City of Chula Vista and Roca Construction, Inc., Contractor. REMARKS AND DETAILS: Change in contract initiated by the City of Chula Vista and approved by the Contractor prior to award of the project. Decrease 1. Item 4. 4" PCC Sidewalk Ramps Reduce number of sidewalk ramps to be installed such that the contract amount is reduced by $16,000, Approximate area to be reduced is equal to 1,927,71 square feet (1,927,71 sq. ft. x $8.30/sq. ft. _ $16,000) Exact amount will be determined in the field such that all funds available for construction of ramps will be expended. 2. Item 9. Herringbone Grooves Reduce bid item from $650,00 per ramp to $200,00 per ramp. Number of ramps to receive herringbone grooves remains unchanged at seven. Sidewalk rehabilitation - Work was budgeted to replace various sidewalks in the Montgomery area that had become a safety hazard due to root uplift and cracking. This project replaces the sidewalk along the north side of Waples Street between Oaklawn and Colorado Avenue. In subsequent years, the City will be replacing sidewalks as shown on the attached sketch. Funds budgeted this year are $15,000. 3. Sidewalk along the south side of Orange Avenue between Second Avenue and Albany - This work includes construction of a new sidewalk, 4 ft, chain link fencing, excavation and grading, and a retaining wall with landscaping as shown on the attached sketch. Funds budgeted this year are $20,900. Total budget for the three projects - $70,900. Bids were received from three contractors as follows: Bidder Bid Amount 1. Roca Construction, Inc. - Chula Vista $137,357.94 2. Sapper Construction Co. - San Diego 146,897.00 3. Carolyn E. Scheidel Contractor - La Mesa 154,932.00 Sidewalk Ramps Over the past few years, the City has received excellent bids on the construction of sidewalk ramps throughout the City with prices actually below the engineer's estimate. On the other hand, with this particular bid, the cost for the sidewalk ramps is greater than what we estimated. The bid specifications allow the City to reduce the quantity of work to be done. The Contractor has agreed to execute a change order to reduce the number of ramps and hence the contract amount by $16,000. Sidewalk Along Orange Avenue, Second Avenue to Alba The Orange Avenue project provided for sidewalks for pedestrians, many of them school children commuting to and from the three schools in the vicinity. Since budgeting for this project, a traffic signal was authorized at Second and Orange Avenue, necessitating the need for a sidewalk on the south side of Orange rather than as originally contemplated to be installed on the north side. By relocating the sidewalk, the cost of this project has accelerated because there is now a need to construct a retaining wall (estimated to cost $53,000) along with extensive grading and excavation. Gas Tax funds generated by the Montgomery community left over from other completed projects will be used for the special appropriation Gas Tax funds required for this project. Based on the fact that all three bids received were relatively comparable, staff believes the low bid is valid. Attached is a copy of the Contractor's Disclosure Statement.
