The work includes demolition of existing improvements, irrigation and planting, decorative PCC pavement, sidewalk, walkways, mow strips, driveway, curb and gutter, asphalt pavement, wood plank railroad crossing, and other miscellaneous work shown on the plans. .RECOMMENDATION: That City Council/Agency: 1. Accept bids and award contract to Roca Construction Inc., Chula Vista, California in the amount of $200,$61.00 subject to sDG&E's agreeing to the lease of t~ieir property at Marina Park.. 2. Authorize City Engineer to execute Change Order No. 1 which provides for increasing the contract amount for the PCC pavement at "E", "H", and "J" Street entries in the amount of $11,503.75. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: This project combined three separate CIP projects. The first was the renovation of "J" Street between Broadway and I-5 freeway; the second, the renovation of the entrances at "E", "H", and "J" Street at I-5 freeway; and third the park improvements for Marina Park at "J" Street and Bay Boulevard. Background on Renovation of "J" Street Median This is the fourth time that the City staff has gone out to bid for the renovation of "J" Street median. The first time was on February 26, 1986, and only one bid from L. R. Hubbard Construction Company, San Diego, for $127,797 was received. This was analyzed by staff to be too high and was rejected by the City Council. • Page 2, Item 11 Meeting Datei278 787 The second time the project was put out to bid, three bids were received on June 11, 1986, as follows: Sapper Construction Company, San Diego - $169,950 Valley Crest Landscape, San Diego - $143,186 Silver Strand Masonry and Cement Contractors, San Diego - $62,435.70 While the Silver Strand Masonry bid of $62,435 was below the engineer's estimate of $74,500, they subsequently indicated that they had made a major error in their bid price regarding PCC pavement. Their quoted price was $23,239 too low. The correct total bid should have been $85,674. Staff reviewed the quantity of concrete and agreed on the error amount. Staff was advised by the City Attorney's office that the low bid could not be adjusted upward and the contract awarded. Council rejected all bids. The third time the project was put out to bid, two bids were received on July 30, 1986, as follows: Valley Crest Landscape, San Diego - $143,186 Lindal Engineering Co., La Mesa - $131,772 Both of these bids still well exceeded the engineer's estimate of $74,500. At that time, the Council again rejected the bids for the renovation of "J" .Street. The Landscape Architect then modified the "J" Street Renovation Plan by eliminating the raised decorative concrete and substituting flat decorative concrete along with other minor changes. Staff then combined that project with the entryway renovation at "E", "H", and "J" Street and the construction of the Marina Park improvements. Bids for this new project were received from two contractors as follows: 1. Roca Construction, Inc. - Chula Vista $200,861 2. Landscape Irrigation Specialists, Inc. - E1 Cajon $215,768 In reviewing the low bid, the approximate cost for each of the three separate projects is as follows: 1. "J" Street Median Renovation, Broadway to I-5 $116 621 2. "E", "H", "J" Street Entries ' 3. Marina Park 20,970 63,270 The low bid by Roca Construction, Inc. of $200,861 is above the engineer's estimate of $155,018.50 by $45,842.50, or 29.6%. Although the bid is above the engineer's estimate, we have reviewed the bid and do not believe that by rebidding the project, we would receive lower bids. Therefore, it is recommended that the contract be awarded to Roca Construction, Inc. .Attached is a copy of the Contractor's Disclosure Statement. r a -~~.; .--y ~" / ~ ,,. l.~ • Change Order No. 1 Page 3, Item 11 Meeting Date~1~8 7$7 In preparing the bidding documents, the quantity of decorative PCC pavement and 4" thick PCC slab work for the entrances at "E", "H", and "J" Street was incorrectly calculated. The amount of 4" PCC flatwork should have been 387 sq, ft, more and the amount of decorative PCC pavement should have been increased by 1519 sq, ft. As a result, based on the contractor's unit prices bid, the contract needs to be increased $11,503.75. The contractor has agreed to do the additional work at the unit prices bid.
