of San Diego for funding and implementation of 1987-88
Montgomery Community Development Block Grant capital projects

On March 10, 1987, Council approved the 1987-88 CDBG budget for Montgomery.
Six public improvement projects were included in the budget. The County is to
receive these funds from the U.S. Department of Housing and Urban Development
and transmit them to the City for project implementation. Although the City
approved budget, which was based on a preliminary estimate of the 1987-88
Montgomery CDBG funds available, totalled $188,000, the County was actually
granted $215,019. The additional funds were allocated by the County to the
Fifth Avenue, Naples to Oxford, Street Improvements project, just for
accounting purposes, but can be considered available to be reallocated to
other projects. At tonight's meeting, the Council will consider approving
the reallocation of $22,000 of the funds to the Fresno Avenue Street
• Improvement Project. The contract with the County for the Fresno Avenue
Project is being considered along with the proposed $22,000 reallocation. The
contract considered in this item involves the remaining $193,019 in 1987-88
Montgomery CDBG funds.
RECOMMENDATION: That the Council adopt the resolution approving the
agreement with the County for funding and implementation of 1987-88 Montgomery
CDBG capital projects.
BOARDS/COMMISSIONS RECOMMENDATION: At the December 3, 1987 meeting, the
Montgomery Planning Committee recommended reallocating $22,000 of the 87-88
CDBG funds to the Fresno Avenue Street Improvement Project. The Committee
earlier approved the 87-88 Montgomery CDBG budget which included the projects
in the contract under consideration.
DISCUSSION:
With City and County approval of the proposed contract, 1987-88 Montgomery
CDBG funds will be available for City drawdowns. According to the contract,
the City will construct four street and associated right-of-way improvements
projects, one wheelchair ramps project, and one street lights project and will
design one future drainage project. The County will reimburse the City up to
$193,019 to implement the projects. The specific projects and their relative
budgeted funds are as follows:
• $78,019 - Fifth Avenue, Naples to Oxford Street Improvements -

$15,000 - Curb, Gutter, and Sidewalk Emergency Fund - originally
budgeted for rapid repair of broken sections of concrete
curb, gutter and sidewalk on badly deteriorated Montgomery
streets.

$24,500 - Orange Avenue Sidewalk and Fence - installation of 330
inea feet o oot wide concrete sidewalk and 50 feet of
chain link fence on the south side of Orange Avenue between
Second and Albany Avenues.
$45,000 - Moss Street/Fourth Avenue Sidewalks - installation of 860
inea eet o oot wide concrete sidewalk along the
north side of Moss Street from 400 feet west of Third
Avenue to Fourth Avenue on the east side of Fourth from
Moss Street to 160 feet north of Moss Street.
$12,000 - Wheelchair Ramps - installation of approximately 16
wheelchair ramps in various identified areas in Montgomery.
$ 8,000 - Hermosa Avenue Street Lights - installation of 13 high
pressure sodium vapor street lights along Hermosa Avenue
between Orange Avenue and Main Street.
• $10,500 - Design of Drainage Improvements for Northeast of Third and
Orange Avenues - design of future improvements for a
su s an ar rainage channel
FISCAL IMPACT: The contract will enable the City to be reimbursed with
County CDBG funds of up to $193,019 for implementing the seven identified
projects.
