Following the annexation, City review of the project resulted in recommendations to upgrade the project design. The City approved applying $10,000 in supplemental 1986-87 Montgomery CDBG funds to finance the upgraded improvements. Subsequent additional review of the project design by the City Engineer has resulted in a recommendation to further upgrade the project to include construction of a 2% raised crown in the street. The $22,000 estimated to be needed to provide the standard crown is proposed to be taken from available surplus 1987-88 Montgomery CDBG funds under the control of the County. The proposed contract provides for County implementation and City maintenance of the public improvements. RECOMMENDATION: That Council adopt the resolution requesting that the County of San Diego transfer $22,000 in surplus Montgomery CDBG funds to the Fresno Avenue Street Improvements Project and approving the contract with the County of San Diego for County implementation of the Fresno Avenue Street Improvements Project. In its currently approved design, the street would slope east to west, with all drainage moving to the west curb and making a storm drain inlet on the east side of the street ineffective. The additional cost to raise the crown is estimated at $22,000. The total project is estimated at approximately $175,000 with the total remaining cost to be funded by the County. The City approved 1986-87 and 1987-88 Montgomery CDBG budgets were based on preliminary estimates of the amount of total CDBG funds to be received by the County for Montgomery. The total Montgomery CDBG allotment received by the County for those two years has been $34,423 more than the total amount budgeted by the City. These funds are available to be allocated to CDBG-eligible capital projects in Montgomery. It is proposed that $22,000 of these funds be transferred to the Fresno Avenue Project, leaving a remainder of $12,423 available for possible unforeseen increases on other projects not yet completed. FISCAL IMPACT: The projects are all to be implemented by the County with County CDBG funds. The City will be responsible for routine maintenance.
