of San Diego for unding and implementation of three public
improvement projects in Montgomery

The three projects, Main Street Walkways, Industrial Boulevard Walkways, and
Oxford Street Improvements, were funded by the County prior to the Montgomery
annexation to the City. The project designs have been reviewed by the City
Engineer and are recommended for implementation as designed by the County.
The proposed contract provides for County implementation and City maintenance
of the public improvements.
RECOMMENDATION: That Council adopt the resolution approving the agreement
with the County of San Diego for funding and implementation of three public
improvement projects in Montgomery.
• BOARDS/COMMISSIONS RECOMMENDATION: At their meeting of December 4, 1987,
the Montgomery Planning Committee recommended approval of the agreement as
written.
DISCUSSION:
The three projects included in the agreement are as follows:
Main Street Walkways -- installation of asphalt concrete walkways in segments
where no improved walkways exist along Main Street between Albany Street and
the western City limits.
Industrial Boulevard Walkways -- installation of asphalt concrete walkways
along Industrial Boulevard between Palomar Street and Main Street.
The County's estimated cost for the Main and Industrial project, combined is
$52,065.
Oxford Street Improvements -- installation of concrete curbs, gutters,
sidewalk and retaining wall and minor widening and repairing of Oxford Street
between Tobias Street and Hilltop Drive. The County's estimated cost is
$55,421.
The projects were all reviewed at public meetings held by the County in the
Montgomery area. Following the Montgomery annexation to the City, these
• projects, along with other as yet unimplemented County projects, were reviewed
by the City Engineer. Although the Main Street and Industrial Boulevard
projects are not designed to meet City standards for permanent improvements,
they are proposed to be approved for implementation by the County as designed.

The County originally funded the two walkway projects as temporary public
improvements in order to provide immediate safe and convenient pedestrian
travel ways in low income areas, while waiting for private developers to
install permanent sidewalk improvements at the time they develop the fronting
private lots. Much of the property fronting the proposed new walkways is
either vacant or underdeveloped. As these lots develop, standard full public
improvements can be expected to replace the temporary facilities. The County
estimated cost for installing the asphalt walkways is 62 cents per square
foot, whereas the cost for installing permanent concrete sidewalks is
estimated at $2.50 per square foot. Some of the missing walkway sections are
proposed to be installed in temporary locations because to install them in
their permanent locations would require the acquisition of right-of-way and
would further increase their cost. Pain Street is on the list of proposed
permanent street improvement projects to be funded with 1/2¢ sales tax
proceeds. The project is not expected to be implemented in less than two
years and the temporary Main Street walkway project is supported as a cost
effective way of providing a valuable pedestrian service until the permanent
improvements are installed.
FISCAL IMPACT: The projects are to be implemented by the County with County
funds. The City will be responsible for routine maintenance.
