Subsequently, the State of California approved the Chula Vista Public Library's application for grant funds in the amount of $48,290 for FY 1987-88 to provide financial assistance in establishing adult literacy services in Chula Vista through the Chula Vista Literacy Team composed of the Chula Vista Public Library, the Altrusa Club of Chula Vista., and the Chula Vista Adult School. In order to receive these funds, Council authorization is needed, recorded by certified resolution, approving this action. • RECOMMENDATION: That Council adopt the resolution. BOARDS/COMMISSIONS RECOMMENDATIONS: The Library Board of Trustees voted to support the Literacy Grant application at their January 21, 1987 meeting. DISCUSSION: The funds will be used to hire, on a contractual basis, a full-time Literacy Team Coordinator and a half-time Clerk I and maintain a rented office to serve as a clearinghouse for literacy. services in Chula Vista. The program will recruit volunteer tutors who will provide English language literacy services to adult learners who speak English as their primary language. The California Literacy Campaign monies are specially earmarked CLSA funds awarded on a five- year financial assistance plan. FISCAL IMPACT: The City will receive $253,840 in grant funds over a five-year period for a Chula Vista based literacy program.
