HomeMy WebLinkAboutAgenda Statement 1987/12/01 Item 7a, br C,~y ~ ,--~ COUNCIL AGENDA STATEMENT • Item ~~c., Meeting Date 1T2/1~'/~87 ITEM TITLE: a) Resolution ~-3 3 b 3 Amending existing agreement with Mestre-Greve Associates to prepare Air and Noise Analyses for the widening of Otay Lakes Road from Apache Drive to Rutgers Avenue b) Resolution ~~ ~O ~ Amending existing agreement with R.~gional Environmental Consultants (RECON) to prepare a Biological Analysis, for the widening of Ota Lakes Road from Apache Drive to Rutgers Avenue G~ SUBMITTED BY: Director of Public Works/City Engineer REVIEWED BY: City Manager (4/5ths Vote: Yes No X ) On October 13, 1987, Council approved Resolution Numbers 13277 and 13278 entering into agreements with Mestre-Greve Associates and Regional Environmental Consultants (RECON), respectively, to prepare Environmental Studies required to complete an environmental assessment for the widening of Otay Lakes Road from Apache Drive to Rutgers Avenue (adjacent to Navy • Housing). The road widening was required as a condition on the construction of the Navy Housing project. The Navy procured the funds for the project. However, the City assumed the responsibility for the execution of design and construction. The City is also responsible for the widening of Telegraph Canyon Road between Apache Drive and Otay Lakes Road, as a result of an agreement between the City and the developers of Charter Point Subdivision. The agreement allowed the developers to deposit funds with the City to fund widening the road adjacent to the subdivision in lieu of widening at the time of development. As a result, the City became responsible for future widening of the road. Telegraph Canyon Road, Apache Drive west to Paseo Ladera and Otay Lakes Road from Rutgers Avenue east to the Eastlake business center will be widened as a requirement of the Eastlake development plan. Preliminary plans submitted by Eastlake propose grading for the ultimate six lane road, a drainage channel, and paving for an interim four lane road. Staff proposes to widen Telegraph Canyon Road and construct the drainage channel from Apache Drive to Rutgers Avenue in the same manner as is proposed in EastLake's preliminary plans. Staff also proposes to combine the Navy Housing and Charter Point road widening projects into one project. Combining the projects will permit concurrent construction of both segments, thereby reducing the disruption of traffic that would occur if the projects were constructed separately. The combination would also permit the preparation of one environmental document rather than two separate documents. Since preparation of the environmental • document for the widening adjacent to the Navy Housing Project is underway, it would require little additional effort to include the Charter Point widening project in the same document. • • Page 2, Item Q ' Meeting Date The amendments now before council will extend the study area to include Telegraph Canyon Road from Apache Drive to Otay Lakes Road (Charter Point). RECOMMENDATION: That Council: 1. Adopt a resolution amending the existing agreement with Mestre-Greve Associates for preparation of Air and Noise Analyses for Otay Lakes Road (Navy Housing) to include Telegraph Canyon Road from Apache Drive to Otay Lakes Road. 2. Adopt a resolution amending the existing agreements with Regional Environmental Consultants (RECON) for preparation of a Biological Analysis for Otay Lakes Road to include Telegraph Canyon Road from Apache Drive to Otay Lakes Road. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: In October of 1987, the City entered into agreements with the consultant firms of Mestre Greve Associates and RECON to prepare environmental studies to be included in the environmental assessment for the widening of Otay Lakes Road from Apache Drive to Rutgers Avenue adjacent to the Navy Housing Project. Mestre-Greve Associates will conduct the air quality and noise analysis and RECON will prepare the biological study. This road widening project will be funded by Federal Defense Access Road funds. Therefore, the environmental assessment must meet the National Environment Protection Act (NEPA) guidelines. A similar road widening project is programmed for Telegraph Canyon Road from Apache Drive to Otay Lakes Road. When the development of the Charter Point subdivision occurred, the developer was required to deposit $800,000 in funds with the City to provide for the future widening of Telegraph Canyon Road to four lanes. In order to better coordinate both of these projects and to minimize costs and disruption of traffic due to construction, staff proposes to combine the two projects into one. The scope of work for the widening of Otay Lakes Road adjacent to the Navy Housing includes grading for the future six lane road and paving for a four lane road. The widening adjacent to Charter Point will similarly include grading for the ultimate six lane widening. However, the funds deposited by the developer of Charter Point did not include sufficient funds for the additional grading or drainage facilities. It is anticipated that any additional funds required to complete the project will be appropriated from available Federal Aid Urban (FAU) funds or development impact fee. Because federal funds could be used, the environmental document for this segment must also meet federal (NEPA) guidelines. Therefore, a single environmental document meeting both State and Federal guidelines will be prepared for the combined projects. Page 3, Item ! ~ '~ • Meeting Date_T~'7~/$ Staff is, therefore, recommending that the existing agreements with the environmental consultants be amended to extend the limits of their studies to include Telegraph Canyon Road from Apache to Otay Lakes Road. A proposal was requested and received from both Mestre-Greve Associates and RECON for the additional work (see attachment A and B). They have been reviewed by staff and are considered fair and reasonable. FISCAL IMPACT: The fees for the additional services, $2,050, will be funded by monies allocated from Gas Tax funds for design to widen Otay Lakes Road. LMC:fp/AN012 WPC 3368E C~~w~-E /2-/-~
