On November 1, 1985, the City of Chula Vista submitted an application to the
State of California for State Transit Capital and Improvement Funds in the
amount of $961,000 for the Bayfront Trolley Station project. Although the
California Transportation Commission approved the application for FY 1986-87
funding, these funds were not released by the State until the current fiscal
year. On January 6, 1987, the City Council, at the request of the County of
San Diego, increased the total Bayfront Trolley Station project cost from $5.2
million to $6.5 million which increased the City's 50°~ share of the project
cost by $650,000 and the County's share by $650,000. Council subsequently
requested the Redevelopment Agency to appropriate $169,500 of the $650,000
increase with the understanding that the balance of the City's share,
.amounting to $480,500, would be appropriated when the State funds were
released.
RECOMMENDATION: That Council:
1. Approve agreement between the City of Chula Vista and State of California
Department of Transportation for State Transit Capital and Improvement
Program funds in the amount of $961,000, and
2. Request the Redevelopment Agency to appropriate $480,500 for the Bayfront
Trolley Station project.

DISCUSSION:
According to CalTrans, the $961,000 in Transit Capital and Improvement Program
funds should be sent to the City of Chula Vista within six weeks after
approval of the agreement by the City. The agreement between the City of
Chula Vista and the County of San Diego for construction and operation of the
Bayfront Trolley Station states that City and County will share equally all
revenues and costs of the Bayfront Station Project; therefore, 50% of the
$961,000 or $480,500, will be forwarded to the County upon receipt of the
$961,000 by the City.

The City's share of the Bayfront Station Project has been funded by the
Bayfront/Town Centre Bond Issue of 1986, administered by the Redevelopment
Agency. On January 6, 1987, the City approved an increase in the total
Bayfront Trolley Station project cost from $5.2 million to $6.5 million and
requested the Redevelopment Agency to appropriate only $169,500 of the City's
$650,000 share of the cost increase at that time, in anticipation that the
balance, $480,500, would be appropriated once the State funds were released.
Therefore, staff recommends that Council request the Redevelopment Agency to
appropriate $480,500 for the Bayfront Station Project.
The total estimated project cost of $6.5 million includes construction of both
Phase I and Phase II, and land acquisition costs. Phase II is removal of the
bowling center and addition of parking spaces on that site. Land acquisition
costs include estimated settlement costs on all parcels at the station
including Seymour Rabin, the owner of the property in which Cabrillo Lanes is
a tenant; the tenant's interest which includes furniture, fixtures, and
equipment; and relocation and goodwill. The tenant's interest, and relocation
and goodwill interests, are yet to be resolved.
FISCAL IMPACT: The $961,000 in State funds for the Bayfront Trolley Station
project were included as a funding source for the total estimated $6.5 million
cost of the project in January 1987. The City's 50% share, or $480,500 will
be appropriated by the Redevelopment Agency as part of the City's contribution
.toward the total project cost. The County's 50~ share of $480,500 will
reimburse the County for its equal portion of the total project cost.
