Section 701 (8) reads as follows: "The City may place assistant and deputy department heads, assistants to the City Manager and new management level positions in the unclassified service by an ordinance adopted by a 4/5ths vote." When the budget was adopted for Fiscal Year 1987-88, it was anticipated that certain re-titled and new positions would be unclassified. Review of the Charter indicated that an ordinance adopted by a 4/5ths vote would be required to establish those positions desired to be unclassified. Section 2,05,010 also reveals that some positions currently entitled to be unclassified are not, therefore, certain newly titled positions are included in the proposed ordinance. RECOMMENDATION: Adopt the ordinance amending Section 2.05.010 by adding ~lssistant Director of Finance, Assistant Director of Personnel, and Budget Officer as unclassified positions; changing the title of Deputy Director of Public Works/Engineering to Deputy Director of Public Works/City Engineer and Public Services Director to Deputy Director of Public Works/Operations. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: When the position of Budget Officer was created in the Fiscal Year 1987-88 budget, it was established as a mid-management position with the anticipation that, in addition, it would be an unclassified position. This position is an appropriate management level position that should be placed in the unclassified service. In the current budget, the position of Principal Personnel Analyst was re-titled Assistant Director of Personnel. Sections 500 and 701 of the City Charter provides that the unclassified service may include assistant and deputy department heads; therefore, it is proposed that the Assistant Director of Personnel be placed in the unclassified service. C7 Page 2, Item 10- • Meeting Date :11/3/87 The position of Assistant Director of Finance was established in Fiscal Year 1982-83 by changing the title of Chief Accountant to Assistant Director of Finance. Inadvertently, the position was not added to the unclassified service as intended. Since the Charter indicates that assistant and deputy department director positions may be in the unclassified service, it is proposed that this position be placed in the unclassified service. The position is currently vacant and the hiring process will make it clear that it will be an unclassified position. The current Code (Section 2.05.010) places the Deputy Director of Public Works/Engineering in the unclassified service. After having the position filled for a year and seeing the evolution of the position, it is proposed that the title be changed to Deputy Director of Public Works/City Engineer. The individual filling the position has been acting as Assistant City Engineer and will now assume responsibilities as City Engineer, which will free the Public Works Director from day-to-day Engineering decisions and allow him to better manage his department. Section 2.05.010 also includes the position "Public Services Director" -- a title that has not been used since the current incumbent was hired. It is therefore proposed that this title be changed to Deputy Director of Public Works/Operations as reflected in the current budget and other documents.
