In the fiscal year 1986-87 Capital Improvement Program, Council approved funds
for acquisition of a computerized pavement management program. The management
system acquired was developed by Infrastructure Management Services (IMS).
The contract with IMS also included testing of all the paved streets in the
Montgomery area. That work is complete and staff is now prepared to
incorporate additional City streets into the pavement management program.
RECOMMENDATION: It is recommended that Council
1) Adopt a resolution entering into an agreement with IMS for testing City
streets north of "L" Street and west of Interstate 805.
2) Adopt a resolution entering into an agreement with IMS for project level
testing of Broadway between "F" Street and Anita Street.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
On September 2, 1986, the City entered into an agreement with Infrastructure
Management Services (IMS) to prepare a computerized pavement management
program and perform pavement testing for streets in the Montgomery Area. That
project is now complete and staff is in the process of preparing a report for
Council regarding the pavement management program. Staff has utilized the
results of the pavement management program and initial training to develop the
1987-88 chip seal and overlay projects for the Montgomery area.
In 1986 City staff went through the bidding and selection process for the
acquisition of the pavement management program. The IMS program which
included both dynamic and laser testing was considered most effective and best
suited to the City's needs. In preparation for doing the testing approved for

1987-88, staff has researched whether any firms perform pavement testing in a
manner which would produce data compatible with the IMS software. Since no
compatible testing firms were identified and IMS has performed the previous
testing phase in a highly satisfactory manner, IMS was the only firm solicited
for a proposal.
On June 16, 1987, Council approved $53,100 in the CIP budget to test City
streets as the initial phase of a two-phase process to incorporate the
remaining City streets into the pavement management program. The pavements to
be tested are City streets north of "L" Street and west of I-805. An
agreement to perform the testing has been prepared for Council's approval.
The tests will include deflection and laser road surface testing as was
performed for the Montgomery Area. The resulting reports will be used in
preparing the 1988-89 pavement maintenance of CIP projects.
Funds in the amount of $620,000 were approved in 1986 for the reconstruction
of Broadway, "F" Street to "I" Street. As part of the 1987-88 Capital
Improvement Program, Council also approved $75,800 for design of a street
reconstruction project on Broadway from "I" Street to "L" Street. These are
the first two of three projects which have been recommended for the
reconstruction of Broadway from "F" Street to Anita Street. Staff has
prepared an agreement with IMS for Council's approval for project level
testing on Broadway from "F" Street to Anita Street. The project level
testing will provide in-depth analysis of the current pavement condition on
Broadway. This analysis will be an useful aid in designing current and future
street reconstruction projects on Broadway for the most economical design.
FISCAL IMPACT: Funding for the cost of pavement testing north of "L" Street
and west of I-805, $40,000, has been appropriated from City Gas Tax Funds
through the CIP process. Funds for the Broadway, "F" Street to Anita Street
pavement testing, $3,300, are available from design funds budgeted for the
reconstruction of Broadway from "I" Street to "L" Street.
