Consistent with the condition of its rezoning, Rancho del Sur would be
required by this agreement to fall under the proposed thresholds submitted by
the Crossroads/Developers Coalition as they currently exist or as they are
modified by Council up until time of final map approval.

DISCUSSION:
~t its August 11, 1987 meeting, the City Council approved the second reading
of the ordinance rezoning Rancho del Sur from R-1-H and R-1-P-4 to R-1-P-5 and
R-3-P-12. As a condition of that rezoning, the City determined that Rancho
del Sur should fall under those standards which are proposed to be adopted as
a result of a General Plan amendment which is currently in process.
The Crossroads/Developers Coalition submitted proposed thresholds to the City
on September 17, 1987. It is staff's expectation that the proposed thresholds
as modified by the City Council will serve as the interim standards to be
applied to developments until such time as the General Plan amendment is
adopted.
This agreement would require Rancho del Sur to meet the proposed thresholds as
they currently exist or as they are modified by Council up until the time of
their final map approval. It is expected that Rancho del Sur will be seeking
final map approval some time in December. The Planning Department currently
estimates that the General Plan amendments will be ready by December 1 and
that the moratorium will expire at that time. Regardless of whether the
General Plan amendment is adopted or not, Rancho del Sur would be required to
meet whatever thresholds are in existence at the time they seek final map
approval.
