Prior to the rainy season, the Redevelopment Agency plans to stabilize the
existing dirt surface of the Nature Interpretive Center access road. This
project will involve blading the existing surface and placing decomposed
granite on the roadway. The South Levee and 50 feet east and west of the
South Levee Road will be excluded from the project.
• Blading of the existing roadway is considered a repair and maintenance
activity and is exempt under CEQA and the Coastal Act. Placement and
compaction of the decomposed granite also is exempt from CEQA, however, it
does require a Coastal Development Permit.
RECOMMENDATION: That the City Council:
1. Conduct a public hearing to consider Coastal Development Permit No.
30 for surfacing the Nature Interpretive Center access road
(excluding the South Levee Road) with decomposed granite; and
2. Adopt the attached resolution finding that surfacing the Nature
Interpretive Center access road (excluding the South Levee Road) with
decomposed granite is consistent with the Certified Chula Vista Local
Coastal Program and approving Coastal Development Permit No. 30.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The proposed project entails the placement and compaction of approximately
4 inches of decomposed granite on approximately 2,300 linear feet of the
Nature Interpretive Center accessway. Two segments of the roadway will be

involved: 1) the portion of the road located west of the railroad
right-of-way at "E" Street and Bay Boulevard to a point located 50 feet east
of the South Levee Road, and 2) a point located 50 feet west of the South
Levee Road to the paved cul-de-sac at the Nature Interpretive Center. The D/G
surface will be placed on 20 feet of the 20-30 ft. wide roadway.
A contract for this work will be presented to the Redevelopment Agency at
their meeting on October 15, 1987. The contract will stipulate that this work
i s to be undertaken on October 29, 30 and 31 and must be completed prior to
November 1, 1987.
The purpose of the surfacing is to provide a stable, safe travelway for public
vehicles servicing the Nature Interpretive Center. And, to reduce the
potential for erosion and siltation of the existing dirt roadway during the
rainy season.
The proposed project is confined to existing improvements within the Nature
Interpretive Center access roadway. No mechanized equipment will be allowed
to be operated within the excluded area which is at least 50 feet from
wetlands.
Based on the following findings, the proposed project is found to be
consistent with the Certified Chula Vista Local Coastal Program:
1. Stabilization of the existing dirt road by placing and compacting
decomposed granite on the dirt surface will reduce the potential for
siltation and erosion during the rainy season.
2. The project is surrounded by private property and is in an area of limited
public access. This project will not restrict public access to any parks
or recreation areas related to the waterfront. It will provide a
stabilized driving surface for public vehicles permitted to transport
visitors to the bayfront Nature Interpretive Center which provides wetland
resource information and education to the public. Statewide and regional
interpretive guidelines have been reviewed and the proposed project has
been found to be in conformance with the public access and public
recreational policies of Chapter 3 of the Public Resources Code.
