This hearing is to consider the moratorium extension. RECOMMENDATION: That Council adopt the ordinance extending the moratorium to December 1, 1987, or until the Council has adopted, in concept, a land use scenario for the Eastern Territories of the Chula Vista Planning Area, whichever occurs first. • BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: In March 1987, Council passed a 90-day moratorium on the processing of General Plan Amendments east of I-805, excepting Otay Rio Business Park (which has subsequently received approval by Council). On June 23, 1987, Council extended that moratorium for 6 months and exempted Otay Rio Business Park, Eastlake Greens and Rancho Del Sur II. On July 14, 1987, Council reconsidered and enacted a new moratorium on General Plan Amendments east of I-805 for 9U days with no exceptions. Staff, however, was authorized to allow pre-planning work to proceed which primarily involved work by outside parties under City auspices. This pre-planning work has proceeded on three projects: Eastlake Greens, Bonita Meadows and Rancho Del Sur II (Sunbow). Eastlake Greens is proceeding with their EIR and Public Facility Finance Plan preparations. Bud Gray's contract, as planning consultant for the project, was recently extended by Council. Bonita Meadows has filed for annexation and is processing their EIR. Rancho Del Sur II has a development plan proposal and initiateD their environmental review process on September 24, 1987. Staff is also working with other parties in the Eastern Territories as far as their planning ideas for their properties, such as Unocal, Otay Ranch, the balance of Eastlake II, and so on. Progress meetings between the major • developer and P and D Technologies (the City's General Plan Consultant) are scheduled for October 13-14. • Page 2, Item Meeting Date-~~~j'~37$7 As noted in the status report on the General Plan Update, the testing of the alternate land use scenarios by JHK Inc. Traffic Consultants and Engineering Services, other infrastructure consultants, has been delayed about 6 weeks. It is now anticipated that the testing will be completed by October 31, 1987, and the General P1 an Update wi 11 be completed by mi d-February or early March with adoption by the summer of 1988.
