Since the widening project uses Federal Defense Access Road Funds as the Navy•s funding contribution, the project must meet National Environmental Protection Act guidelines. Therefore, the necessary document is an Environmental Assessment (EA). In drafting the EA it became evident that, while previous studies had been done, more current studies were required to • prepare the environmental document. Since the required studies are very technical in nature, completion is time sensitive and staff has no experience with federal guidelines, it is recommended that a consultant be hired to conduct the studies. These studies are: 1) air quality analysis, 2} acoustical (noise) analysis, and 3) biolagical analysis including a wetlands determination. RECOMMENDATION: It is recommended that Council: 1. Adopt a resolution for the City to enter into an agreement with Mestre-Greve Associates to prepare an Air Quality and Noise Analysis for the widening of Otay Lakes Road adjacent to the Navy Housing Project. 2. Adapt a resolution for the City to enter into an agreement with Regional Environmental Consultants (RECON) to prepare a biological study for the widening of Otay Lakes Road adjacent to the Navy Housing Project. The requests for proposal were sent to 15 firms and a notice was published in the Star News. Five firms responded with proposals to prepare the acoustical analysis, three firms responded with proposals to prepare the biological study and wetlands determination, and two firms responded with proposals to prepare an air quality analysis. A Committee of four staff members reviewed and evaluated the proposals. Two consulting firms, Mestre-Greve Associates of Newport Beach, CA and Regional Environmental Consultants (RBCOM) of San Diego, CA were selected. Kestre-Greve Associates was selected to perform the air quality and noise analysis. The firm specializes in these analyses and demonstrated extensive experience in preparing studies for the Federal environmental review process. RBCON was selected to perform the biological study including a wetlands determination. RBCON has extensive local experience and has completed a preliminary biological review an the project site as part of the environmental review process for the widening of Otay Lakes Road, east of Rutgers Avenue to the BastLake Business Center. FISCAL IliPACT: The total for the studies will not exceed $5,460 for the air quality and noise analysis and $4,301 for the biological analysis and wetlands • determination. Funds in the amount of $254,100 for the design of this project were appropriated in the FY 1987-88 CIP budget from Gas Tax funds and will be used to fund the environmental studies.
