(4/Sths Vote: Yes No % )
In February 1987, staff was instructed to prepare the necessary environmental
documents for the widening of Otay Lakes Road adjacent to the Navy Housing
Project. Since the widening project uses Federal Defense Access Road Funds as
the Navy•s funding contribution, the project must meet National Environmental
Protection Act guidelines. Therefore, the necessary document is an
Environmental Assessment (EA). In drafting the EA it became evident that,
while previous studies had been done, more current studies were required to
• prepare the environmental document. Since the required studies are very
technical in nature, completion is time sensitive and staff has no experience
with federal guidelines, it is recommended that a consultant be hired to
conduct the studies. These studies are: 1) air quality analysis, 2}
acoustical (noise) analysis, and 3) biolagical analysis including a wetlands
determination.
RECOMMENDATION: It is recommended that Council:
1. Adopt a resolution for the City to enter into an agreement with
Mestre-Greve Associates to prepare an Air Quality and Noise Analysis for
the widening of Otay Lakes Road adjacent to the Navy Housing Project.
2. Adapt a resolution for the City to enter into an agreement with Regional
Environmental Consultants (RECON) to prepare a biological study for the
widening of Otay Lakes Road adjacent to the Navy Housing Project.
BOARDS/COMMISSIONS RECOMKfiNDATION: Not applicable.
