ITEM TITLE: Resolution ~J~~ 7~0 Amending existing Public Works Facility
Plan Agreement - Phase I between the City of Chula Vista and
Engineering Science to include an additional drainage study

On November 12, 1986, Council approved Resolution No. 12820A entering into an
agreement with Engineering Science, Inc. for Public Facilities Studies in
conjunction with the General Plan Amendment. The agreement included updating
the Drainage Facilities Element of the General Plan. To complete this task,
Engineering Science (ES) hired Leedshill and Herkenhoff, Inc. (L&H) as a
consultant. The amendment now before Council will permit L&H to perform an
additional drainage facilities study and review the Telegraph Canyon Channel
design proposed by Rick Engineering in conjunction with the widening of Otay
Lakes Road.
RECOMMENDATION: That Council adopt a resolution amending the existing
Public Works Facility Plan-Phase I agreement with Engineering Science to
• include additional consultant services to be provided by Leedshill and
Herkenhoff as a sub-consultant to Engineering Science.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Engineering Science (ES) was requested to submit a proposal to provide
engineering services in addition to the existing Public Works Facilities Plan
Agreement-Phase I. The request for additional services is a result of the
necessity to prepare a study investigating four alternative drainage channel
designs and review the proposed design for the Telegraph Canyon Channel
prepared by Rick Engineering and submitted by Eastlake. However, staff's
current workload does not permit the full investigation of these matters in a
timely manner. Therefore, it is staff's recommendation that a consultant be
retained to conduct the study and review. Since time is of the essence, staff
proposes to amend the existing Public Works Facilities Plan Agreement to
include the additional services required. This would expedite the procurement
of consultant services. Leedshill & Herkenhoff, a sub-consultant to ES, in
preparing the drainage study for the Public Facilities Master Plan has
demonstrated the experience and resources necessary to perform in a timely
manner. The firm's personnel are now familiar with the City's drainage
requirements. This familiarity will expedite the completion of the additional
work.
FISCAL IMPACT: No direct impact to the City. The fee for the additional
• services, $9,270, will be funded from developer deposit account.
