Approving a library service contract
to continue to provide library services

On November 5, 1985 the citizens of San Diego County, in an unincorporated
area designated as the Montgomery Fire District, voted to annex to the City of
Chula Vista. The San Diego County Library has continued to operate two branch
libraries, the Castle Park Branch and the Woodlawn Branch, in the annexed area
under contract with the City of Chula Vista. Two previous contractual
agreements covering the period from January 1, 1986 through June 30, 1987 have
continued to provide library services for the past 18 months to Chula Vista
citizens living in the Montgomery area with the San Diego County Library as
the providing agency. A continuation of this practice of contracting library
services is requested for the fiscal year, July 1, 1987-June 30, 1988
(Attachment A).
• RECOMMENDATION: Adopt the resolution approving the contract and authorize
the Mayor to execute the same on behalf of the City.
BOARDS/COMMISSIONS RECOMMENDATION: The Library Board of Trustees recommends
approval.
DISCUSSION:
The negotiated property tax exchange agreed by the City and the County Board
of Supervisors stated that "This reorganization shall not result in a change
in the Library District boundaries at this time. The City of Chula Vista
shall make an annual payment to the County Library District to cover the
amount of the operating costs of the Castle Park and Woodlawn branch libraries
that exceeds the amount of property tax estimated to accrue to the County
Library's District from within the territory of this 'Montgomery
Reorganization'."
The Library District will generate approximately $70,000 from the Master
Property Tax in FY 1987-88. The difference between the operating budget of
$123,809 and the tax revenue of $70,000 is $53,809 for fiscal year 1987-88.

• The contract for twelve months (July 1, 1987 through June 30, 1988) will

The County wishes to terminate operating the Castle Park and Woodlawn Branches
at the end of the FY 1987-88 contract year. The County proposes a phase-out
• period beginning January 1, 1988. During this six months, the Chula Vista
Public Library will address the problems of maintaining these two branch
libraries at approximately the same service level as currently provided by the
County. The Library will return to Council through the budget process for
fiscal year 1988-89 requesting the monies necessary for leases, salaries,
purchasing the book collection, and other related costs.
Although the Library Master Plan identifies the need to provide more library
space in the Montgomery/Otay area than either of the present two County
branches, the City cannot provide a new facility soon enough to avoid either
this contract (FY 1987-88) or temporarily operating Castle Park and Woodlawn
Branches in FY 1988-89.
