ITEM TITLE: Public hearing on the "Report" by the Superintendent of
Streets for the cost and assessments associated with the 1911
Block Act - Phase XVII Cash Contract

On September 1, 1987, the City Council by resolution approved the report and
authorized a public hearing on the 1911 Block Act Phase XVII Cash Contract at
various locations. Attached is a copy of this report.
The following is a summary of the City and owners share of the construction
co ts. In general, the owner's expenses are less than those given to the
rty owners at the public hearing on September 16, 1986. In two cases
( ssment Numbers 13 and 14), the cost is greater because of the increase
scope of work approved by the property owners once the construction was in
progress.

Since the construction is completed and the improvements have been accepted by
City Council, it is now appropriate to hold a public hearing on the
assessments to the various parcels.
RECOMMENDATION: That Council approve subject resolution.

DISCUSSION:
The City Council at their meeting on June 16, 1987, accepted the public
improvements completed by Silver Strand Contractors for the work associated
with 1911 Block Act-Phase XVII Cash Contract. This contract included all the
work budgeted for both 1911 Acts Phases XVII and XVIII. Staff combined both
projects into one (1911 Block Act Phase XVII Cash Contract). Per Council
Policy No. 505-01, the property owner's share of the improvements excludes the
contributions by the City for engineering, inspection, construction, staking,
relocation of utilities, printing, advertising, recording, and publishing
various information, etc. It also excludes that portion of the work which the
City agrees to pay for in accordance with Council Policy No. 505-01.
We have notified each property owner of their proposed assessment and date of
this public hearing. A complete cost breakdown for the improvements adjacent
to their property and a copy of the engineer's report was sent to each owner.
FISCAL IMPACT: Minor administrative costs will be incurred by the City for
the selling of the bond making necessary notification to property owners and
recording necessary documents.
