HomeMy WebLinkAboutAgenda Statement 1987/09/22 Item 9• COUNCIL AGENDA STATEMENT Item g Meeting Date 9/22/87 ITEM TITLE: Resolution /.,~Z G ~ Approving agreement for professional services for Eastlake Greens SUBMITTED BY: Director of Planning ~(~ REVIEWED BY: City Manager (4/5ths Vote: Yes No X ) The attached agreement with Mr. Bud Gray, Planning Consultant, and Eastlake Development Company, a California partnership, is for temporary professional planning assistance. This same agreement was previously approved by Council a year ago; however, due to the General Plan Update project and various moratoriums, the Eastlake Greens project has not moved forward as fast as originally anticipated. RECOMMENDATION: That Council waive the Consultant Selection Policy and approve the extension of the attached agreement authorizing the Mayor to sign on behalf of the City Council. OARDS/COMMISSIONS RECOMMENDATION: Not applicable. SCUSSION: The Eastlake Development Company is requesting staff to begin preliminary work on some of the planning issues related to the Eastlake Greens project. Staff believes that this work will be useful in providing a framework for discussion of the project and its relationship to the Eastern Territories Specific Plan. Several other work products such as the Public Facilities and Financing Plan, Environmental Impact Report, and the Route 125 studies are under preparation by outside consultants and are nearing the point of needing some interface with the Planning Department. It would be helpful to retain Mr. Gray to assist staff with this analysis. Mr. Gray is currently serving the City as the Project Coordinator for the General Plan Update project. He has extensive knowledge and experience with tl~e City of Chula Vista from prior work for the City on the Eastlake I project and/or the former Director of Planning (1982 and 1983). For the above reasons and acknowledging that this project is very much related to Eastlake I and the General Plan Update project, staff feels it is appropriate to continue the services of Mr. Gray for the Greens Project. The Eastlake Development Company will reimburse the City for the full costs of the consultant as well as pay an administrative fee to cover the costs of administering the contract. ~ISCAL IMPACT: There will be no fiscal impact to the City of Chula Vista. All costs will be paid by the applicant. WPC 4319P
