Police motorcycle

In August, a motorcycle officer was involved in an accident that resulted in
extensive damage to the motorcycle he was riding. In the opinion of the
Kawasaki dealer, the motorcycle sustained damages well in excess of its value.
RECOMMENDATION: That Council adopt resolution authorizing the emergency
replacement of the Police motorcycle.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
August, the motor officer was involved in an accident that damaged the 1982
awasaki Police 1000 motorcycle. Estimates were received by the Police
Department from Town and Country Motorcycle of Chula Vista. This company is
responsible for maintaining our Police motorcycles. Their estimate for
repairs of the motorcycle is $3,700.65 for parts and labor. The replacement
with a new Police motorcycle would be approximately $6,300. Its salvage value
in its current condition would be $350.
Thi s motorcycl e i s the oldest of the four motorcycles assigned to the Police
Department. The criteria used for equipment replacement indicates that this
motorcycle would be included on the list of recommended replacements for next
fiscal year.
The Police Department would like to keep the motorcycle and do some minor
repairs totaling $800 to make it available as a training motorcycle. The
Police Department desires to maintain this motorcycle to train potential
traffic officers with the weight and handling of this type of equipment prior
to attending the Police Academy. It is the intention of the staff that this
motorcycle will never be authorized for normal use and would be housed in the
Police Department garage. The motorcycle would also be removed from the
Equipment Replacement Schedule and no further charges for replacement will be
made against the motorcycle. However, maintenance and fuel costs would still
be chargeable to the department but only at a fraction of the current usage.

The basic integrity of the motorcycle is satisfactory to rebuild and put on
the street. The major part of the estimate for repairs on this motorcycle are
to replace items that are specifically added because of the motorcycle being
an emergency vehicle. These items include the cowling, the saddlebags, the
saddlebag guards, and the siren and speaker. The expenditures for the repair
of the motorcycle to use as a training motorcycle are primarily to restore the
minimum safety equipment like headlights, directional lights, brake pedals,
clutch pedals, and floorboard assemblies. Once the repairs are made, the
motorcycle will be safe to put on the street for the purpose intended only.
